Also note 6th freedom flights nhi hoti traffic hoti hai. 6th freedom ka mtlab hai hub and spoke. 3rd and 4th ka matlab hai direct to and from home.

Sure. 6th freedom is not a flight, it is traffic chanelled thru your hub. E.G. A passenger going to LON from ISB on EK, EY, TK or QA is 6th freedom traffic same thing if he is originating in LON and coming to ISB .
A passenger going to LON from ISB on PK is 3rd freedom traffic. Coming from LON to ISB on PK is 4th freedom.
So when a EK flight takes off from PAK to DXB only the passengers disembarking at DXB are 4th freedom, all the transit passengers are 6th freedom traffic.
Years ago there was no 6th freedom, it came about when Singapore Airlines started. Now all ME airlines are predominantly 6th freedom carriers. Their business models are based on 6th freedom.

This way all international carriers would be enjoying 6th freedom rights, and how could any state, in this case Pakistan enforce on ME carriers not to fly passengers to onwards destinations with a transit in DXB, AUH or DOH??
What little I know is that sixth freedom is when the carrier books a pax on a single flight coupon (pre electronic tkts days) and using same flight no, with a stop in home country of the carrier. This does not apply to transit passengers.

Pakistani travellers have been held hostage by local airlines for too long and need more travel options. If there is a flight every hour to the ME countries then be it. The ME airlines have surely done their homework and would not fly empty planes so they know that in spite of the very very few countries allowed to be visited visa-free on a Pakistani passport the travel demand is there.
Car manufacturers have done the same thing. Do we really need the luxury Toyota and Hondas or smaller "masses friendly" cars? Even the small Core that was liked because of price and "quality" was discontinued. Only option masses are left with are local Suzuki junk and great cars such as Mira, Passo and their likes but rather than reduce duty and import this category of new vehicles we are allowed to import used junk the quality of which is dubious and with no spares or after-sales service.
So let us have more options in every field.

6th freedom is thru your hub. Your understanding is not correct. There has never ever been a flight anywhere where you continue on the same flight after touching home country. All flights terminate when they land in home country.
6th freedom can be restricted. Chicago Convention of 1944 guarantees it.
I have spent more than three decades working on these things. Been part of and negotiated many such agreements. These days I am working on creating a "unit" for aviation trade between two coutries, with a purpose to achieve fair aviation trade. This unit is provisionally called 'passenger-hour'. It would accurately measure the aviation trade between two countries and would clearly show the dispariries sherever they exist.

Do Pakistani airlines have the capacity to handle the potential market. Donot blame competition for our failures. Do ME carriers tell PIA to keep aircraft on ground for months and months for engines, or doe Etihad tells Airblue to fly with masking tapes securing overhead PSUs , or it is Qatar which advised Shaheen to have rude ground and cabin staff?

Some of these ME airliners have made investments in pakistani airports that benefit the travelling public severly.
