According to news report on following link, Rayyan Air (rayyanair.com) is starting once a week flight from Islamabad to Kashgar on every Wednesday from June 26. Later the flight frequency will be increased to twice-a-week.
According to information on Rayyan Air website fare for flight to Kashgar starts from Pak Rupees 16,918.
Aircraft type is not disclosed. Probably these will be chartered passenger aircraft flights or cargo aircraft flights with some seats available for carrying small number of fare paying passengers.
Under Pakistan's national aviation policy, a Pakistani airline cannot start scheduled passenger flights on international routes without having experience of operating scheduled passenger flights for at least one year on domestic routes.

In January 2012 there was a news report about PIA considering to start flights for Kashgar from Islamabad or Skardu.
According to information on Geo News, PIA will start once-a-week non-stop flights between Islamabad and Kashgar on August 14 with Airbus A310-300 aircraft.
And, after the end of Hajj flights operation, PIA will add second weekly flight on this route.
Lahore, August 12, 2013: PIA has finalized flight operation to Kashgar, China, in collaboration with Rayyan Air. The flight operation to Kashgar, China, will commence on 14th August, 2013, on the auspicious occasion of Independence Day of Pakistan.
The flight PK-1855 Islamabad to Kashgar and PK-1856 Kashgar to Islamabad will operate every Wednesday with Airbus A310-300 aircraft having seating capacity of 223 economy class seats. The aircraft has the capacity to carry 15 tons of cargo.
On the initiatives being taken by Prime Minister of Pakistan Mian Muhammad Nawaz Sharif on Pakistan–China Economic Corridor, PIA has introduced the said flight to Kashgar. The flight with collaboration of Rayyan Air will not only generate revenue for the national flag carrier but also provide an additional avenue for business and trade professionals in Pakistan and China.
Managing Director PIA Capt. Muhammad Junaid Yunus said that PIA is trying to maximize its revenue while curtailing costs and will introduce flights to new destinations and increase frequency of its existing flights on profitable routes after induction of narrow body fuel efficient aircraft in its fleet.
PIA is already operating twice a week flights to Beijing, China, every Thursday and Sunday.

According to information on following link, the PIA-Rayyan Air Islamabad to Kashgar inaugural flight carried 89 passengers and landed at Kashgar Airport at 12:25 PM.
Flight duration between Islamabad and Kashgar is one hour.

I thought the main draw for this route was getting cargo? But nonetheless there are plenty of routes PIA could downgrade to ATR and up the frequencies.

Today, PIA Airbus A310-308 registration AP-BEU performed Islamabad to Kashgar flight PK-1855. The A310 completed this flight in one hour and twelve minutes.
Rayyan Air (rayyanair.com) advertisement in today's (May 25) newspaper promoting airline's non-stop flight from Islamabad to Kashgar operated every Wednesday.
Round trip fare PKR 41,500.
Freight rate is PKR 135 per kg including all expenses.
