Details of Airbus A320 aircraft offered on dry lease to PIA by International Lease Finance Corporation (ILFC), BOC Aviation, Aviation Capital Group - ACG.

CIT Aerospace offered a Boeing 737-800.

These aircraft meet PIA tender requirements including year of manufacture, delivery schedule, seating configuration.

PIA had sought to lease five narrowbody jets under tender notice published in local newspapers on September 26, 2012.

So, on the face of it ILFC bid seems to be the most competitive in terms of pricing and age of aircraft!!!

I agree I also think that overall ILFC offers the best conditions

Aircraft offered by CIT Aerospace is a Boeing 737-800. I've made correction and added information about that Boeing 737 airframe.

PIA may opt to acquire Jetstar Asia A320s offered by BOC Aviation because of reports against poor maintenance practices used by Kingfisher for its A320s.

How does PIA make sure these nine or eight A320s lease this year dont end up parked on the tarmac of Jinnah International, awaiting spare parts, just like a large part of the fleet in service today.

I love it, Karachi airport was turned into junk yard by the Aero Asia's BAC 111s and then Shaheen's Tupolev 154 at one time and then most graciously PIA's PPP jiyalas did the honours of creating a master piece of 5 or 6 A310s parked as junk. This gets better and better.

Back to the Original point of Amaad, No gaurantee PIA jiyalas won't decorate the Karachi airport with mothballed A320s now. :wink:

Delivery of Airbus A320 aircraft to PIA will begin in a couple of months' time, according to statement of Chairman PIA.

The A320s will help PIA in improving airline's flight schedule, frequencies and performance.

Apparently news report about delivery of four Airbus A320 aircraft to PIA by the end of March.
PIA to induct four new aircraft next month

February 06, 2013

ISLAMABAD:
MD Pakistan International Airlines (PIA) Junaid Younis said modern airplanes would be inducted in the PIA fleet by next month.

During a briefing to special committee of the National Assembly headed by Samsam Bukhari on Wednesday, the PIA MD said that with the new inductions, the PIA would save Rs20 billion a year on account of fuel consumption.

i saw a couple of posts on facebook (unofficial palpa page) that claim the order is being revised yet again and this time PIA is gona go for 320s manufactured in 2012 with cfms.
Does anyone know if this is the case?

ISLAMABAD: The National Assembly's Special Committee has termed the Pakistan International Airlines' (PIA) financial and administrative restructuring plan as “non-starters and the members called it “a move heading for another loss-making venture."

The special committee's meeting chaired by the Minister of State for Information Samsam Bukhari, noted that the losses faced by the national carrier were mainly due to mismanagements, lack of vision and attitude problem at both ends including the management and unions.

The business plan prepared by the PIA faced another setback when it was noted that the five new A320 that the PIA intends to get on dry lease were more than three times costlier than the open market offers. The committee was informed that the PIA would be getting five Airbus 320 at $36.8 million, with financing from Bank of China.

While, former PIA chairman Shahid Khaqan Abbassi and private airlines Air Blue CEO, even went on to offer brand new aircraft at lease to PIA at half the price.

He was responding to the presentation made by PIA CFO Aftab Ahmed, regarding the business plan for revival of PIA.

Last week I had two brand new A320 at $2 million each and look at your rates it is more than $7 million each, he said, You are starting with a loss.

The PIA CFO explained that they had to abide by the Public Procurement Regulatory Authority (PPRA) rules and they were not in a position to negotiate.

The members of the committee expressed dissatisfaction over the intended deal and said that PIA should rather go for re- tender or approach PPRA with some realistic approach.

so it seems these narrow bodies will never come!
i guess the 7 million is the deposit or total price for the lease.
well have to agree -ppra rules are ridiculous

I am working as procurement head in one of private company in Kuwait and this is our daily routine to duty to negotiate with the suppliers for better prices. I have no idea about the PPRA rules for procurement but the point is that these are man made rules and not the verses of Quran which will never change. If there are some problems or technical issues, the concerned dept. must approach to the relevant authorities for necessary amendments.

What I feel is that the person will negotiate only when he or she had to pay from his pocket and doing this he or she will ignore all the rules. But as in this case the money had to be spent from the pocket of the tax payers, no body will bother for negotiation or try to get release from PPRA authorities by providing enough documents.

ECC approves new aircraft for PIA on dry lease

KARACHI, The Economic Coordination Committee (ECC) of the Cabinet has accorded in principal the approval for the acquisition of newer narrow body aircraft on dry lease which will improve PIA s schedule reliability as well as save on fuel costs, PIA spokesman said here on Tuesday.

The ECC also approved the extension in all GoP guarantees as requested by PIA and has also approved the airline s management request to provide support for additional funding to provide fiscal space to the Corporation.

The ECC meeting was chaired by Federal Minister for Finance and Economic Affairs Saleem Mandviwala whereas Minister of Defence Syed Naveed Qamar, Secretary Defence and Chairman PIA Lt. Gen (Retd) Asif Yasin Malik, Managing Director PIA Muhammad Junaid Yunus and Chief Financial Officer PIA Aftab Ahmed were also present.

The ECC took up PIA s request to extend expired and expiring GoP guarantees and fresh funding for the acquisition of new aircraft on dry lease.

PIA presented an interim Business Plan for the period 2014-18 which was highly appreciated by ECC and the strategic direction envisaged by the new management in turning around the airline in due course of time. The ECC also provided valuable comments and desired that a monitoring mechanism should also be put in place.

Finance Minister Saleem Mandviwala advised that the Ministry of Finance will carry out the monitoring on behalf of GoP.

ISLAMABAD: Economic Coordination Committee (ECC) has decided to raise the margin of Oil Marketing Companies and dealers on petrol and diesel, Geo News reported.

The meeting of ECC, presided over by Finance Minister Salim Mandiwala held here on Tuesday and deliberated on raising the margin and later approved it.

With this raise, margin has been increased to Rs2.23 from Rs0.25 and Rs1.86 from 10 paisa for marketing companies on petrol and diesel respectively.

Meanwhile, the dealers will get Rs.2.74 and Rs2.30 from 41 paisa and 10 paisa on petrol and diesel respectively.

ECC also approved Rs10 billion bank guarantee for PIA. This would be part of bailout package.
