Pak-China bilateral: why just three cities?

Taking into account the special relationship of the two, the fact that PIA was the first foreign airline to fly there and probably some more aspects, shouldnt the Chinese have granted PIA more cities? like Guangzhou and Kashgar, it was touted as "historic" for what? I know they can code share on China Southern throughout China but still direct access is something else.

They allowed Royal Nepal access to six more places including Lhasa, besides Beijing and Shanghai, the Lhasa factor makes it more historic as its the first time a foreign carrier has been allowed to fly there.
