According to news sources, PIA President & CEO Musharraf Rasool Cyan has ordered investigation of delays suffered by airline's flights due to technical/engineering reasons during the past three months.

Report sought within fifteen days for further decisions/actions by airline's management.

Will this investigation not be futile?

It is pretty clear what the biggest contributing factor is here: PIA is operating Hajj flights (pre and post) during this period with no extra aircraft which means the existing aircraft's are probably not getting enough technical attention in between flights leading to issues.

So many flights in the UK are delayed at a busy time during the months of July-Sept due to Hajj flights - however the good thing for pax here is they are able to claim compensation. Not so good news for PIA who will at times end up paying out more than what the pax paid for the tickets.
