Airbus A320 registered in Pakistan as AP-BON recently acquired by PIA on dry lease is going through Pakistan Customs and Federal Board of Revenue (FBR) duties/taxes payment clearance process in Pakistan. The aircraft will start performing commercial flights for PIA after customs/FBR clearance.

The second Airbus A320 is expected to arrive in Pakistan in June.

PIA is inducting a total of four Airbus A320 aircraft on dry lease.

Why not paint the aircraft while it is waiting for clearance of FBR and customs dues.

The aircraft has been on the ground in Pakistan for over 25 days, quite a long time to clear an aircraft that is costing thousands of dollars a day in lease payments.

Twenty-five days is a hell of a time. If this were a private airline, the company would pursue these issues day and night, but this is PIA. The personnel/dept responsible know that they will still get their salary, and no one will ask why this is delayed.

Dry leasing of aircraft: PIA wants to pay GST in instalments

ISLAMABAD: Pakistan International Airlines (PIA) has decided to induct four Airbus A320 aircraft on dry lease basis for the period of 72 months but is unable to pay 17 per cent General Sales Tax due to feeble financial position, well informed sources told Business Recorder.

The lease rental value of four aircraft is Rs. 9.388 billion approximately. As per agreement between PIACL and GECAS first aircraft (Airbus A320 registration AP-BON) arrived at Islamabad International Airport on April 29, 2022, and the other three aircraft are scheduled to arrive in Pakistan in the coming weeks.

Currently, PIACL is facing financial constraints and is not in a position to pay GST @17 per cent on the total rental value of Rs. 9.388 billion, i.e., Rs 1.596 billion in lump sum. In this regard, PIACL directly approached FBR on May 9, 2022, May 21, 2022 and May 27, 2022 for payment of GST @ 17% in monthly instalments. However, FBR responded after a lapse of a month and that too after vigorous follow up.

Simultaneously, PIACL approached Ministry of Aviation to take up the matter with FBR which requested FBR for immediate release of the aircraft already arrived at Islamabad Airport on upfront payment of GST in two instalments.

FBR while responding to PIACL has informed that there is no provision in Sales Tax Act, 1990 to allow payment of due sales tax on instalment basis. FBR; therefore, advised PIACL to approach ECC for similar action.

Aviation Division argues that in the past, in similar circumstances, ECC had approved payment of GST in instalments. Aviation Division has also endorsed PIACL’s request for payment of GST @ 17 per cent rental value of the leased aircrafts in monthly instalments as advised by FBR.

Aviation Division has proposed that ECC may approve payment of GST @ 17%, i.e., Rs. 1.596 billion approximately on total rental value of Rs.9.388 billion of four A320 leased aircrafts in monthly instalments over the lease term of six years starting from the date of arrival, including the aircraft that has already arrived.

Seems, Airbus A320 registered in Pakistan as AP-BON is being prepared to start commercial flights for PIA.

On June 28, AP-BON is expected to perform PIA Islamabad to Karachi commercial passenger flight PK301. The flight is scheduled to leave Islamabad at 10:00 AM.

AP-BON arrived in Islamabad on April 28 on its delivery flight to join PIA fleet as a dry leased aircraft. Since then the aircraft is parked at Islamabad Airport.

Government gives back PIA 50 billion in bail out money.

People of Pakistan pay for bailout by paying 240 rupees a liter for fuel.

PIA Airbus A320 aircraft registration AP-BON expected to start commercial flights for the airline soon.

PIA has also obtained customs' clearance for the other three Airbus A320s (AP-BMV, AP-BMY, AP-BOM) and these aircraft will start performing commercial flights soon after their delivery to the airline. Delivery of one these aircraft to Pakistan from Sharjah expected next week.

Aircraft on ground for 2 months, they cannot paint it in PIA livery.

Never in the history of PIA has dry leased aircraft flown in old liveries.

PIA will make sales tax payment in installments to FBR for four Airbus A320s acquired by the airline on dry lease. One of these four Airbus A320s i.e. aircraft registration AP-BON already has begun performing revenue flights for the airline. The other three A320s are due to join PIA fleet in coming weeks.
