Fly Dubai is resuming Quetta operations from 15 January 2022 with following protocols

Arrival
• IFR flight plan filed.
• flydubai to conduct RNP RWY13L approach to not below 1000ft QFE.
• Side-step to RWY13R to carry out a VFR landing.

Departure
• IFR flight plan filed.
• Visual departure provided by ATC.
• Once visual departure is complete, continue IFR
In winters specially in the month of JAN, FEB & MAR weather conditions in Quetta are extremely bad ( heavy clouds, rains, snowfall followed by Fog ) in such conditions it's not possible to approach Quetta with IFR / visual approach.

so, therefore with above protocols it's only possible to land in crystal clear weather.

Airblue also resuming flights for KHI - UET sector onward from 15th Jan 2022.

Extreme weather conditions & unavailability of ILS at Quetta will surely cause flight schedule disturbance & cancellations.

BTW I have been flying in and out of OPQT since 1989, in the pre ILS era when only VOR/DME was available and PIA was the sole operator there. The used to make attempts and mostly successful ones , frequently coming from 31R.

Too much automation and reliance on instruments is not good for human skills, pilots are forgetting the manual flying. Remember Asiana Airlines Flight 214, crashed at the edge of runway at Florida because instrument landing was not available that day and pilots failed to land their 777 in broad daylight as they had never done manual approach during their flying career

From November 27, Quetta Airport Runway 13L/31R being upgraded is unavailable for flight operations. Parallel Runway 13R/31L is available for flight operations at the airport.

Completion of Quetta Airport main Runway 13L/31R up-grade work expected by August 14, 2022.

New international flights to be started from Quetta Airport after the completion of airport's main runway upgrade work. Quetta to Jeddah non-stop flights will also be started. Presently, passengers are traveling to Jeddah from Quetta via Karachi.

Today, Aviation Minister Khawaja Saad Rafique at a press briefing held at Lahore Airport informed:

Quetta Airport main Runway 13L/31R and apron upgrade work completion expected in January 2023 for starting regular Boeing 777 category aircraft flight operations at the airport.

It took 12 years to enable the runway to handle B777 Operation at Quetta.

Which world inept CAA and GoP is living.

Rehabilitated/upgraded Runway 13L/31R of Quetta Airport expected to become available for daylight flights of Boeing 777 category wide-body aircraft by the end of May.

Nighttime flight operations cannot be carried out because letter of credit (LC) worth around 457,000 Euros for the procurement of necessary equipment has been declined by the government.

How CAA handled EASA audits should’ve been enough to justify massive restructuring of the regulator.

Notice to Airmen (NOTAM) issued:

From May 17 to May 30

Quetta Airport main Runway 13L/31R and allied facilities shall not be available due to remaining construction work.

Flight operations will continue from parallel Runway 13R/31L.

Quetta International Airport has been certified for aircraft operations up to aerodrome reference code 4E or below for the period from May 29, 2023, till May 29, 2026, with following conditions:

Width of the runway strip Runway 13L will be 71 meters on the right side and 107 meters on the left side of the runway up to threshold to threshold and 30 meters beyond threshold.
