PIA is using aims crew scheduling software. It was bought 15 years ago from greek company.

Just like many other deals, this procurement was not very good, software was not fully developed and was not able to cater requirements for PIA. Hence parallel development was also happening beside using this software.
It was NOT web based application and requires extensive computing power to maintain, hence was not very smart piece of code to maintain.
Looks like PIA is trying to get rid of this system, just like they did with sabre.
Turkish Hitit could come up pretty cheap solution. But this is just my guess.
