CAA Officers Seeking Resignation of DG CAA

According to City42 news channel, a written complaint signed by more than fifteen officers of Pakistan Civil Aviation Authority (CAA) seeking resignation of Director General (DG) CAA Air Marshal (Retd.) Asim Suleiman has been submitted to CAA Board. The officers/employees are unhappy with the attitude of DG CAA, according to the news channel.

News channels showing pages of grievance application against DG CAA signed by a number of CAA Directors.

The complaint letter has been sent to Chairman CAA Board/Secretary Aviation with copies to Adviser to the Prime Minister on Aviation and Chief of the Air Staff, Air Headquarters.

DG Civil Aviation faces mutiny on boorish behaviour

ISLAMABAD:
In an unprecedented move, almost the entire senior management of Pakistan Civil Aviation Authority (PCAA) has revolted against its current Director General Air Marshal (R) Asim Suleiman for his alleged abusive behaviour calling him “mentally” unfit for the job.

In a letter written to the Secretary Aviation, a copy of which is available with The News, all the regular deputy director generals and directors have complained that they are being treated in “humiliating and abusive” manner so they will not offer any support to the director general.

PCAA not only manages all airports of the country but also monitors and regulates all civil aviation activities inside Pakistan. “We would not be taking insults anymore and would like to make it clear that no support of any kind shall be extended to the incumbent DGCAA,” says the letter signed by 15 top officers of the Authority and copied to the prime minister.

Describing their working condition as “inhuman”, the senior officers complained that they are abused in front of juniors and even the outsiders like contractors are not immune to abuse from the senior most official of the authority. “There is a complete absence of teamwork and initiative taking in the entire organisation. DGCAA reprimands all officers and staff of CAA by terming them as incompetent and unprofessional,” the letter says.

The letter claims that behaviour of DGCAA was abnormal thus he should undergo “psychometric assessment” along with medical check-up and treatment.

Such is the pressure of work in the authority, the letter adds, that several officers have

opted to proceed on medical leaves, some have passed away without reaching the age of superannuation and many are even planning to avail early retirement and other options to escape the on-going restive & depressive situation.

A senior official told The News that the director general has sidelined about eight senior officers of Grade-20 at a single station where only one officer of such seniority was required. He said this is the first time since its inception that PCAA is facing a mutiny.

When contacted, Air Marshal (R) Asim Suleiman acknowledged differences with his juniors but claimed that the officers were only reprimanded to improve their performance. “I have never asked for anything personal from these officers. All I want from them is to work honestly for the authority and for the country,” the DG Civil Aviation told The News.

“Yes may be I have been rough at times but it was only to improve the performance of the authority,” he said, adding that he himself worked very hard during last two years and only took six days-off during his entire tenure.

He claimed that four new airports have been built or reconstructed during his tenure which has no previous precedent in PCAA history. “Islamabad Airport is ready for inauguration while extension work is underway in Lahore, Peshawar and Quetta which will be completed within next six months. This kind of performance needs discipline and hard work which is all I demand.”

He mentioned that CAA profit has increased by 7 to 8 billion this year despite construction of new airports while a state-of-the-art radar network is being placed in the country to improve air-traffic regulation.

DG PCCA claimed that he is only head of the authority in its history who was appointed purely on basis of merit.

When asked why the entire senior management is against him he claimed that half of the officers have been forced to revolt against him. He said he would speak to the Secretary Aviation about the grievances expressed by senior management and would present his point of view during his meeting.

Asim Suleiman was appointed on the current post in November 2015 and he is scheduled to complete his three-year term by the end of next year.

After the complaint letter signed by Deputy Director Generals and Directors, 145 additional directors have announced to launch a campaign from Monday (January 1) for the removal of DG CAA.

Noticeable, "psychometric assessment" what the heck? Is the guy cracking under pressure?? Or he really is asking for a change, to really work hard. God only knows.

A number of air traffic controllers also have complained against DG CAA.

Adviser to the Prime Minister on Aviation Sardar Mehtab Khan Abbasi has taken notice and asked Secretary Aviation Irfan Elahi to hold an inquiry/submit report, according to news sources.

Abbasi takes notice of protests at CAA against 'foul-mouthed’ boss

Prime Minister Shahid Khaqan Abbasi on Saturday took notice of the growing agitation against Director General of the Civil Aviation Authority (CAA) Air Marshal (retd) Asim Suleman. The PM is said to be weighing various options to tackle the situation.

Senior officers of different departments of the CAA continued to protest against their top boss for “use of improper and derogatory language” with them.

Sources in the PM Office told The Express Tribune that Premier Abbasi took stock of the situation after receiving reports that ongoing protests by the CAA officers could result in the disruption of flight operations at Pakistan’s major airports causing huge losses to the national exchequer.

The PM, while chairing a meeting, discussed various options to tackle the situation. The meeting was attended by Adviser to the Prime Minister on Aviation Sardar Mehtab Ahmad Khan, Secretary Aviation Irfan Elahi and senior officials of the CAA and the Pakistan International Airlines (PIA).

Interestingly, the CAA DG and his second-in-command, Additional DG Air Vice Marshal Usaidur Rehman Usmani, were not present at the meeting, said official sources. Both the officers were not called to attend the meeting, they added.

Deputy Director General of Airport Services Syed Amir Mehboob represented the CAA in the meeting also attended by PM’s spokesman Musadik Malik.

“Protest of the CAA personnel against their top bosses is a serious matter. The CAA is a profitable organisation that contributes billions of rupees to the national exchequer annually, but there are sensitivities attached to commercial aviation operations,” said the sources.

“If the protests continue and flight operations of local and foreign airlines are disrupted, things can reverse and losses can run into millions… even billions. The situation needs to be responded to on an urgent basis,” the sources added.

The PM has directed the aviation adviser to tackle the situation by holding dialogues with the aggrieved officers.

According to the sources, in case of continued protests, the government might consider other options, including the removal of the DG and the additional DG and assign the aviation adviser to directly oversee the aviation matters till the appointment of a regular DG. Other options include assigning the CAA board to run the affairs under the chair of the CAA secretary in his official capacity as CAA board chairman till the appointment of a regular DG. The PM may also consider directly appointing CAA DG for one to three years without considering the previous two options.

“Options have to be exercised if the situation does not improve,” the sources said.

The PM, a qualified commercial pilot himself who has been associated with the aviation industry for decades and who currently owns the private airline Airblue, wants to take timely steps to avoid any ‘disaster’, according to them.

“Based on his sound understanding and experience of the aviation sector, the PM is fully cognisant of the challenges that may surface if the crisis at the CAA is not responded to on time,” the source claimed.

PM’s adviser summons embattled DG CAA as crisis worsens

SLAMABAD: As revolt has spread in Pakistan Civil Aviation Authority (PCAA) against its Director General Air Marshal (R) Asim Suleman, Adviser to the Prime Minister on Aviation Sardar Mehtab Ahmad Khan is likely to decide his fate today (Monday).

“I have called the Director General CAA today in my office to discuss the issue,” Sardar Mehtab confirmed while speaking to The News on Sunday. The entire senior management of PCAA has expressed no confidence in the Director General over his alleged abusive behaviour and on Sunday even his Personal Staff Officer has decided to quit, according to a letter available with The News.

Mehtab termed the situation “very unfortunate” and said the Prime Minister Shahid Khaqan Abbasi was also aware of the crisis. “It has never happened in past and it should have not happened,” Mehtab said.

Earlier the Pakistan Air Traffic Controllers Guild (PATCG) also joined hand with the senior management of PCAA in support of their call to remove DG from his office. In a letter written by its President Muhammad Javed Hameed, PATCG also complained about the behaviour of the Director General CAA and extended full support to calls for his ouster.

In another letter, PSO to DG Tashfeen Ashraf also asked his boss to relieve him from his current job. “The current situation where my peers have expressed their grievances against you has put me between a rock and a hard place, whereby, exercising my allegiance has put me at an extremely awkward juncture,” he wrote in his letter.

CAA officers have threatened to go on strike from Wednesday (January 3), according to latest reports.

The officers are seeking dismissal of DG CAA.

Project Directors and engineers of New Islamabad International Airport, Quetta and Peshawar Airport expansion have refused to work under the current DG CAA, according to news sources.

This seems very unprofessional and bizarre. If any indiviual(s) is unhappy with their manager, they need to follow the grievance procedure. You cannot just demand someone is removed from their position. The DG has employment rights too. It seems everyone is jumping on the bandwagon.

According to news sources:

CAA Directors who signed a letter against DG CAA have arrived in Islamabad to meet Adviser to the Prime Minister on Aviation Sardar Mehtab Khan Abbasi. CAA union members, engineers and air traffic controllers representatives also have arrived in Islamabad for the meeting.

Earlier today, CAA employees had issued a four-day ultimatum with threat to go on strike from January 8 and mass resignations.

A meeting will be chaired by Aviation Adviser on January 4 at Aviation Division to resolve the issue. Announcement about changes in top management of CAA is expected after the meeting.

Appointment of a senior bureaucrat as DG CAA is expected.

Replacement of CAA Director HR and Director Commercial Planning & Development also expected.
