PIA Invites Bids to Wet Lease Up To Four Narrow-body Aircraft
In April 8 newspaper:
Invitation to Bid
Pakistan International Airlines (PIA) invites sealed bids from interested parties for wet lease of up to four narrow-body aircraft.
Number of Aircraft: Up to four (04)
Seating Capacity: 150 plus (two class)
Vintage: Not more than 12 years (as per National Aviation Policy 2015)
Availability: From June 1, 2017
Lease Term: 3 months (extendable)
Minimum Guaranteed Block Hours: 275 hours per aircraft per month
Bids submitted will be opened on May 9, 2017.

Apparently looks like this wet lease is to be done for replacing Pegasus 737s when their lease term expires.

What about the dry lease tender of 4 A320s tender? Some A320s were selected but no news yet.

Why return the 737-800s only to be replaced by other wet lease aircraft??
Why not wet lease for a longer period or just extend the wet lease of these aircraft.
Bad government policy restricting airlines to keep wet lease aircraft for limited time only.

How many tenders of wet lease aircrafts are finalized by PIA vs the ones for dry lease..? Almost everytime, they publish wet lease tender, buds are immediately evaluated, contracts immediately get signed, aircrafts are immediately delivered. But the dry lease tenders never get beyond the evaluation phase. They could have easily got planes at dry lease from the previous 2 tenders of dry lease. But, where are those tenders.? The wet leased aircrafts join PIA even before the bids for dry lease are evaluated. And then bids for dry lease are only evaluated but do not get materialzed. And then we see another tender for wet lease. Huge kick backs/commisions/corruption going on. That's for sure. Wet leased A330s from sri lanka were readily accepted at very high rates (reportedly 8100$) by PIA. But the contract for turkish A330s which were offered at very cheap rates (reportedly 5800$-6000$) was cancelled silently by the airline. Beacuse there were no commisions this time. And then we see another tender for wet lease of two wide body aircrafts by the airline. God bless this country.

According to following corrigendum in May 6 newspaper, bids submission deadline has been extended till 3:00 PM on May 17, 2017. The bids received by the closing time will be opened on the same day at 4:00 PM.

Initially, two wet leased Airbus A320 aircraft expected to join PIA by the end of July, according to airline's spokesperson.
Most likely VietJet A320s.

If PIA wants to induct more A320s such as these VietJet A320s for which PIA already have type rated crew then why tender for wet lease and why not for dry lease ?

Maybe the existing crew count is only sufficient for current A320s. I do not know exactly how long does it take to get a pilot get rated for a new type, but it could take months (not sure though). Whereas looks like PIA wants these urgently, especially after Pegasus 738s have gone back. You surely cannot afford to disrupt your flight operation for months because you want to train the crew. And moreover as far I know, formalities in dry lease take longer time than wet as well.

If that is the case, PiA had ample amount of time to get pilots trained during the 6 month period in which pegasus aircrafts were wet leased. The problem with PIA is that it is not being run by brains. Literally speaking, there is no policy at PIA.

According to news sources, four leased aircraft are expected to join PIA in next two months. Signing of agreement with lessor is expected after Eid.
The arrival of these aircraft will help in normalization of PIA flight operations affected by shortage of aircraft.
