KARACHI: Pakistan International Airlines (PIA) management and Pakistan Air Line Pilots Association (PALPA) have agreed to sign a mutually drafted working agreement to be effective from August 1, 2009 until 31st July 2011.
The agreement has been finalized and will be presented to the board of Directors in its next meeting for formal approval.
The negotiations which started on June 1st 2009 on the instructions of Ministry of Defence, Government of Pakistan concluded Sunday, September 20, 2009.
The Working Agreement between PIA Management and PALPA has been signed after a period of 14 years.
MD PIA, Captain Aijaz Haroon appreciated the efforts of Captain Adil - Bin - Qamar, Captain Nayyer Iqbal and Shaikh Jawaid Mir Advocate for their contribution and facilitation.
PIA management team consisted of Salim Sayani, Dy. Managing Director; Capt. Shuja Naqvi, Director Flight Operations, Mr. Hanif Phatan, Director HRA &C, Mr. Imran Ahmed Khan, Director PL & F, Captain Qasim Hayat, General Manager North, Captian Junaid Younus, General Manager Training, Captain Haroon Abdullah, General Manager Planning and Scheduling, Arif Majeed, and Sohail Mahmud General Manager Legal Services.
PALPA Team consisted of Captain Imran Usaman, President, Captain Suhail Baluch, Vice President, First Officer Arif Majeed, General Secretary, Captain T.M Rabbani, Joint Secretary, First Officer Zahid Brolla, Joint Secretary, Captian Sadiq Rehman, Treasurer, Captain Aitzaz, Executive Committee Member, Captain Aurangzeb, Executive Committee Member, First officer Khalid, Executive Committee Member, and Captain Tanvir, Executive Committee Member.
The Mediator was Captain Adil- Bin Qamar whereas Shaikh Jawaid Mir, Advocate represented PALPA as their legal advisor.
The meeting chaired by Managing Director PIA Captain Mohammad Aijaz Haroon, discussed different disputed issues of regularization of Contract Pilots and reversal of notices issued to some of the PALPA members besides other issues related to Safety Standards of Aviation in Pakistan.
It was also agreed that an amount of Rs. 226 million, allocated for pilots below the age of Sixty (60) Years, who are on the pay roll of PIAC, as on August 1st 2009,shall be distributed by PALPA with intimation to PIAC.
The Working Agreement shall be effective from August 1, 2009. The PIAC Management and PALPA Executive Committee assured that efforts would be made to have cordial relations and to have amicable approach in future in order to strive and struggle together to bring back the lost glory of the National Airline and make it once again one of the best airline in the world.

PIA, Pilots ‘sign’ Working Contract
Monday, 21 Sep, 2009 LAHORE: The PIA management and pilots have reportedly agreed to sign a mutually-drafted working agreement for two years.
The agreement, which will be effective from Aug 1, 2009, has been signed between the PIA management and the Pakistan Air Line Pilots Association (PALPA) after a period of 14 years. It will be presented to the PIA’s board of directors in its next meeting for formal approval.
According to PALPA, the negotiations started on June one this year on the instructions of the defence ministry and concluded on Sunday.
‘PIA Managing Director Capt Aijaz Haroon discussed disputed issues of regularisation of contract pilots, reversal of notices issued to some of the Palpa members and other issues related to the Safety Standards of Aviation in Pakistan.
It has also been agreed that an amount of Rs226 million, allocated for pilots below the age of 60 years and who are on the payroll of PIAC as on Aug 1, shall be distributed by PALPA with intimation to the PIAC,’ the PALPA said.
‘The PIAC management and the PALPA executive committee have pledged to make combined efforts to bring back the lost glory of the national airline.’

The working agreement between PIA management and PALPA has been signed after 14 years. It was agreed that Rs 226 million will be distributed among regular and contract pilots below the age of 60, who are on the payroll of PIAC, as on August 1. The case of contract employees will be presented in the next Board of Directors meeting for approval. The agreement is now concluded and finalized and would not be altered. The agreement shall be effective from August 1, 2009.

These agreements are too short. After two years, the problems start again...IMHO...
Boeing has had the same problems with its unions as well..something which it is addressing now.

So far, news report about signing of working agreement between PIA and PALPA has not been posted on official website of PALPA (www.palpa.org.pk).
Probably some sort of announcement will be posted on PALPA website after PIA Board of Directors approves this working agreement?

this has nothing to do with age seniority. it always remains the managements prerogative. if selection is done on merit so should seniority .

PIA’s 322nd Board of Directors meeting, held at airline's Head Office in Karachi on October 30, 2009, approved regularization of pilots services for permanent employment after successfully completing 18 months as First Officer on commercial flights.

there seems to be an amalgam of both merit and age. age to determine seniority within the merit groups drafted. i believe the number of pilots in one group has been capped at 16 instead of 20. have the previous batches been adjusted as per this formula yet?
