As far as i know Work has begun last month...check the following news:
Work begins for new Jeddah airport
*Saudi Arabia: Monday, February 14 - 2011 at 09:27*

Saudi Arabia's Bin Laden Group has started construction work on the new SR27.1bn airport in Jeddah, Saudi Gazette has reported. Included in the first phase of the project are the passengers' terminals complex, control towers, runways, supporting facilities, yards, roads, tunnels, underpasses, infrastructure, private airlines terminals, a safety building and a surveillance complex.

What I know the new airport will be between rwy 34C and 34R in the same current airport, I was there is JED on 10th March 2011 and NOT saw any construction work except renovation of rwy 34C and taxi way U.
