Half of the problem has already been solved, since vultures have become extinct in Pakistan, thanks to high levels of toxins in dead animals. Looks like humans are hardier than vultures as we eat the same meat, and are proliferating.

I remember they had a serious problems at the Allama Iqbal Intl Airport in Lahore and they have bird shooters to prevent the aircraft suffering from a bird strike! They need these types of singposts around the airport perimeter.
