ISLAMABAD: Pakistan and Oman will soon start direct flights between Islamabad and Muscat. This was agreed at a meeting held Thursday between Senior Federal Minister and Minister for Defence, Rao Sikandar Iqbal, and Ambassador of Oman to Pakistan Mohammed Bin Said Bin Mohammed Al-Lawati.
The Minister acceded to the request of Omani envoy to commence direct flights twice a week between Islamabad and Muscat in accordance with the Memorandum of Understanding (MoU) signed between Pakistan and Oman in 1998.

Now that Abu Dhabi has pulled out of GF, it seems like they are shifting all their Gulf Traveller slots to Muscat, hence the reason to the islamabad-muscat agreement. It could be Oman Air. I don't know, its just a guess.
