Agree with Vaqar. There is too much focus on the building and less focus on the complexity of a modern airport. Take Berlin's new airport which was completed in 2011 but is still not operational because its fire alarm system is so complex that they can not fix it. Doha's new airport had similar problems. It will be very tricky to open this on time unless they open it up without all the bells and whistles. I imagine though that for the government they will be hoping to have it operational prior to the 2018 elections at the very latest.
Further, there is still the outstanding issue of dedicated water supply. The small dams still have to be constructed. If they are not ready by next summers rainy season they may not accumulate enough water to make the airport functional.

At last New Islamabad Airport, two link roads connecting the Islamabad & Rawalpindi, The Central Development Working Party approved and refer the PC-1 for final approval to Ecnic. In project details an interchange will be constructed on G.T road. The approach roads from Golra to motorway will construct 10 lanes. Kashmir Highway linking Peshawar and Lahore motorway link already exists four lanes both sides with the three extra lanes will construct. The Motorways Toll Plaza Building will move on M1 and M2. While Rawalpindi will connect to the new airport link road will be built four lanes Thallian link road.

ADELTE signs a second major contract in Pakistan for the supply of Boarding equipment at the New Islamabad International Airport
Barcelona, 5th October 2015 – The Pakistan Civil Aviation Authority (PCAA) has contracted ADELTE for the second time in 2015 to provide a complete boarding solution for the new International Airport of Islamabad, which is currently under construction.
The first contract, signed in May, covers Jinnah International Airport in Karachi and includes the replacement of the 12 old Passenger Boarding Bridges and the design, manufacture and installation of 18 electromechanical glass-sided Apron Drive models, along with 12 walkways, 30 rooftops and 12 innovative ZEPHIR PCAs.
The new contract comprises the delivery of 26 electromechanical glass-sided Passenger Boarding Bridges (two of them A380 Apron Drive models), 17 ZEPHIR PCAs, 26 rooftops, 32 GPUs, 33 VDGs and an IASS (Integrated Aircraft Stand System). The IASS developed by ADELTE will allow the airport operator to monitor the use of the various equipment around the Passenger Boarding Bridge from a single source, which drastically improves cost management and relations with airlines and handling companies.

The airport will consist of 90 check-in counters and a parking facility for 2,000 vehicles, car parking for 22,000 vehicles, a covered plaza area for 200 cars, a control tower, maintenance hangar, a 15-gate terminal with ten remote gates, a four star hotel, convention centre, duty-free shops, food court, two-runways, six-taxiways, five-aprons, 15 passenger boarding bridges, runway ILS CAT III, 150KMT cargo handling facility, and 42 immigration counters.

^ all three ends of Y-shaped terminal have area available for extension to meet future growth demands.

Two parallel runways of Islamabad Airport but they cannot be used for simultaneous operations due to small space between them.

What is the use of having 2 runways if they can't be used ant the same time ? We can clearly see Poor Planning from the CAA

My first question is will this new International airport be used only for International operations.
If this is going to serve both International and Domestic flights, then itz still a small airport. it should then provide ample scalability to cater to future demands.
Second question is how distant is it from current Islamabad Airport.If it happens to be near about 3 4 kms, then like Delhi airport the current should serve domestic and new International airport should serve for International traffic.
This way the passenger inflow and outflow can very well be managed., I think so

It's about 23 kilometers away from existing Islamabad Airport.
I guess after opening of the new airport, the existing airport will become full military airbase.
