Govt undecided on running metro bus service to Islamabad International Airport

Though the Islamabad International Airport (IIA) has been operational for about a year, the government is still undecided about launching the metro bus service from Peshawar Mor to the new airport.

Sources in the National Highway Authority (NHA), which is executing the metro track project, told Dawn that the civil work was almost complete and by June this year the electrical and mechanical work would also be ready.

The NHA is constructing the 25.6-kilometre-long track from Peshawar Mor to the IIA worth Rs16 billion.

The sources said NHA was only constructing the track and had nothing to do with operation of the buses.

The Capital Development Authority (CDA) was earlier asked by the NHA to procure buses for the service but the civic agency refused to take responsibility.

The Punjab Metro Bus Authority (PMBA) last year also refused to operate the service after terming it financially nonviable.

The sources, however, said Prime Minister Office was following the project and soon a decision would be made by the government.

They said it was likely that the PMBA would be asked to run the bus service as it had the expertise.

The sources said last month a meeting was held at the Prime Minister Office which was chaired by Additional Secretary Usman Bajwa in which various options were discussed.

“I guess, the PMBA will be asked for this project but a final decision is yet to be taken,” said a senior officer of the federal government.

On Oct 17 last year, the NHA had written to the CDA telling it to procure buses for the metro bus service on the basis of a decision taken by former prime minister Shahid Khaqan Abbasi. But the CDA refused.

Sources in the CDA said a couple of week ago the civic agency also wrote a letter to the PM office informing them that it had no expertise to run the bus service.

In February last year, the then prime minister Shahid Khaqan Abbasi had taken notice of the uncertainty regarding the operation of the metro bus service from Peshawar Mor to the IIA.

He had directed the NHA to float a request for proposals and start the tendering process immediately. The successful bidder would be dealt with by a company to be incorporated by the CDA.

Mr Abbasi had also directed that the tender documents and the request for proposals should explicitly mention that all contracts awarded would subsequently be novated to a successor company to be incorporated by the CDA for the operation and maintenance of the bus service.

But nothing happened so far as NHA and CDA decided not to get involved in the operation of buses.

The PMBA also in writing informed the previous government that it could not operate the service.

However, sources said the government was likely to approach the PMBA for starting the bus service.

NAB team visits Islamabad International Airport to look into alleged corruption

A team from the National Accountability Bureau (NAB) visited Islamabad International Airport on Tuesday to look into alleged irregularities and corruption in the installation of security and other IT equipment at the airport.

Sources said a three-member team led by NAB Deputy Director Sulman Akbar and experts from the Ministry of Information Technology and Telecommunication visited the airport at 2pm and inspected work done under Package IV, which included the baggage handling system and the installation of security equipment in the domestic and international lounges and apron area.

Sources said the NAB team spent about two hours inspecting different installations. A NAB Rawalpindi police constable accompanied the team.

The team also visited the data centre and inspected the security control room and the baggage handling system in the domestic and international lounges.

During the visit, Civil Aviation Authority officials also briefed the NAB team on the functioning of the baggage handling system and security equipment.

In 2017, the Public Accounts Committee (PAC) had asked NAB to investigate the ‘controversial’ award for a contract under Package IV at the airport, which was then under construction. The PAC had suspected corruption in the award and directed NAB to take legal action against those responsible.

Airport authorities have faced problems with the baggage handling system recently, which has stalled many times, inconveniencing passengers and airport staff.

In 2017, the Public Accounts Committee (PAC) had asked NAB to investigate the ‘controversial’ award for a contract under Package IV at the airport, which was then under construction. The PAC had suspected corruption in the award and directed NAB to take legal action against those responsible.

100% agree, though i guess its already very late, planners and sellers earn a handsome amount against land of few $$$ by raising the value of land around aerodrome

Metro bus service operation to Islamabad International Airport uncertain, Senate body told

Construction and civil work on the metro bus track from Peshawar Mor to the Islamabad International Airport (IIA) will now be completed in February next year, but the operation of the bus service remains uncertain.

The three main authorities involved in the project – the National Highway Authority (NHA), Punjab Masstransit Authority (PMA) and Capital Development Authority (CDA) – have already refused to run the service between Peshawar Mor and the airport.

The NHA is executing the Rs16 billion project to construct a 25.6 kilometre track.

NHA Member Engineering Arbab Ali told a meeting of the Senate Standing Committee on Planning, Development and Reform on Monday that both components of the project – construction as well as electric and mechanical – would be completed by February 2020.

The project began in January 2017 and was supposed to be completed first in August 2018 and then in December 2018.

Discussing the operation of the service, Mr Ali told the committee that the NHA is only supposed to carry out development work and according to the PC-I, the PMA is supposed to operate the service.

He said it was later proposed that the PMA and CDA would run the service, but a crucial meeting of stakeholders and the principal secretary to the prime minister that was scheduled to be held in July was not held. He said the question of who will run the bus service will be decided when the meeting is held.

The PMA, which runs the metro bus service between Rawalpindi and Islamabad, has deemed the service from Peshawar Mor to IIA to be financially unfeasible, while the CDA being a development agency has already refused to take responsibility for the operation of the service in the capital.

Mr Ali told the committee that the project has three packages. Of these, package three has been completed, and 88pc of package two and 96pc of package one are complete.

As far as electric and mechanical work is concerned, the installation of escalators and so on has not yet been carried out, he said.

The committee directed the NHA to complete the project in accordance with the new assurance and said there should be no further delay.

After the standing committee meeting, Mr Ali told Dawn the project’s completion was delayed because of a funding shortage. He said the issue has now been resolved and the project will be completed by February.

While discussing other development projects in the country, the standing committee also called for projects to be prioritised better and recommended that old projects be completed before new ones are initiated to overcome the overrun of time and cost.

The committee decided to hold a detailed briefing by the NHA regarding the month-wide increase in toll tax and its percentage during the last year as well as land acquisition methods and payments.

Senators were told that many land acquisition problems stem from centuries old legislation that needs to be amended according to modern requirements.

During a briefing on the delay is execution and the cost escalation of a project titled Construction/Upgradation of Dirgi Shabzai (N70) to Taunsa Road (N55), Balochistan, the committee learned that the project remains incomplete after several years.

The committee directed the Planning Commission and Engineering Council to look into the project and fix responsibility on those allegedly involved in extending the scope of the project.

Committee chair Senator Agha Shahzaib Durrani and members senators Rana Maqbool Ahmed, Rukhsana Zuberi and Gianchand were surprised to learn that six new bridges and 205 culverts box were added to the project after the PC-I was approved, which they said warrants inquiry.

Islamabad’s metro bus service remains an unfinished project

Travelling on Kashmir Highway, one can see the ‘abandoned’ metro bus tracks and stations along the route, raising questions about the fate of the Islamabad Metro Bus Project (IMBP) that was planned to be completed in November 2017.

The project, launched by the PML-N government, speaks volumes about the faulty planning of departments concerned. The delay is not only wearing out the standing structures but adding to its cost.

Almost 60pc of the project was completed one-and-a-half years ago when the last government’s tenure ended.

The contractors continued the work on their own and only stopped when the PTI government lost interest in the project. The remaining work now needs another Rs4 billion to be completed.

The PTI-led government released funds in October this year but the amount was insufficient to meet the demand and liabilities. Purchase of buses and setting up of an authority to run the service would take another six months to a year.

As a result of nonpayment of dues, the contractors [of four sections of the project] stopped work and their sub-contractors and labourers left the site of IMBP.

The NHA officials said at least Rs4 billion were required to complete the project but extra funds would be needed to purchase the buses.

The estimated/project cost of the 26km-long metro project (from Peshawar Mor to the new airport) was over Rs18 billion but it is believed that it will be completed at the cost of Rs14 billion, saving Rs4 billion. The project has eight stations - seven on the main route and one at the airport.

According to official figures, 90pc work on Package-1 (8km) of the project has been completed while Package-II (3.8km) is 85pc complete, and Package-III (8.3km) and Package-IV (5.4km) are almost complete.

“We have been seeing the completed structure of the metro bus project for more than a year and it is deteriorating due to the harsh weather,” said Asif Ali, a resident of G-13, who travels on Kashmir Highway daily.

Another commuter, Mehmood Ahmed, said his children often asked him as to when the metro project will be completed.

When contacted, Communication Secretary Jawwad Rafique Malik told Dawn that paucity of funds was the main cause of the delay in the project’s completion. He, however, said the government had assured them that it would soon provide the required funds.

Many attempts were made to contact NHA Chairman Sikandar Qayyum but he was reluctant to meet and referred the matter to another official of the authority.

An insider said there were some flaws in the project as no station was made in package-IV from the Motorway to the new airport, whereas under the project, one station has to be established after a distance of 1km.

He said so far no plan has been made to purchase buses and what subsidy should the government bear to run the project.

It has also been observed that due to shifting of Islamabad International Airport near to Fatehjang, the volume of traffic on Kashmir Highway has increased manifold and under this situation the metro service getting functional had become imperative to reduce traffic load on the main artery.

“We can complete the project (infrastructure work, track and stations) in four months if the government releases the required funds today,” IMBP project director Jawed Bajrani said.

He agreed that under the instruction of former prime minister Nawaz Sharif the project was to be completed in Nov 2017 and said the deadline was not implementable as the project should have been completed in mid 2018.

He said 90pc of the project was completed and some equipment like elevators required to be imported from Spain to install into the metro stations.

The official, however, claimed that work that was completed has not been affected due to the delay.

“The work already completed has suffered no damage,” he added.

He said Rs4 billion were required to complete the project and the liabilities of NHA including payments to contractors had gone up to Rs2 billion. “The cost of the project will not escalate as we have saved almost Rs4 billion,” he added.

Asked why no station has been constructed in the fourth package from Motorway to the new airport, Mr Bajrani said population in that particular area was low which was why there was no need to build stations there.

Talking about buses, the official said buses were not his subject and he could not comment on it. Interestingly, the authorities concerned have not decided who will run the service.

The authorities concerned are said to be in a fix as to how the bus service will be run after the Capital Development Authority, National Highway Authority (NHA) and Punjab Masstransit Authority (PMTA) refused to ply the buses. Earlier, it was expected that PMTA would run the new service in the capital but when it refused, the CDA and NHA were asked to take the responsibility.

Metro bus project likely to be completed this summer: contractors

Despite being around 90pc complete, the Islamabad Metro Bus Project (IMBP) appears to have become the capital’s answer to the Bus Rapid Transport (BRT) situation in Peshawar, with the government giving little attention to finishing the project.

Civil work on the project was completed nearly a year ago, and has been deteriorating in harsh weather since then. The only work being carried out to finish the project is the finishing of bus stations by contractors.

The National Highway Authority (NHA), which is the project’s executing agency, has claimed that it will be completed by March this year but this does not include the plying of buses. But contractors engaged in the project believe that this is an unrealistic deadline because many issues, including their unpaid dues, have not been resolved. They said the project would likely be completed by June or July.

It is believed that the government will complete the IMBP after it completes the BRT, which will likely be finished by next month, because the PTI launched the BRT when it was in opposition in the centre – during the last PML-N government – but ruling in Khyber Pakhtunkhwa.

Metro bus project from Peshawar Mor to IIA around 90pc complete

When contacted, Communication Secretary Jawwad Rafique Malik said he presided over a meeting on the metro project on Wednesday and set March as the deadline for completion.

He said that if any of the already completed work has been affected by harsh weather, the contractors were responsible for rectifyingit when handing the project over to the NHA.

“We will complete the project by March and hand it over to any other department – maybe the Capital Development Authority or the Punjab government – to run the buses,” Mr Malik said.

Even if the IMBP is completed by March, he said, the metro bus service will not be in operation because buses have to be purchased in the second phase of the project.

Mr Malik expressed surprise that the NHA was not completing the project even though it had received funds in this regard.

One of the contractors told Dawn on condition of anonymity that the NHA was not resolving a number of issues facing contractors and was not meeting the contract’s clauses and obligations.

“The authority is not paying contractors’ dues, it is not meeting escalation requirements and not matching the devaluation of the rupee against the dollar in the overall cost of the project,” the contractor said.

Another contractor said he attended the meeting referenced earlier by the communication secretary, in which the secretary was informed that the March deadline could not be met unless contractors’ issues are addressed.

The Ministry of Interior and the Punjab government have agreed to run the IMBP together.

The initial deadline for the project was December 2017, set by former prime minister Nawaz Sharif who launched the project in June 2017.

An NHA official said that although the implementable completion time was June 2018, it was delayed and no new completion date has been fixed.

However, a senior NHA official told Dawn that the authority could complete the project’s infrastructure – the track and bus stations – in four months provided the government releases the necessary funds.

The project is divided into four sections, and because of unpaid dues contractors of all four sections have stopped working and their sub-contractors and labourers have left the work sites.

The estimated cost of the 26 kilometre project, from Peshawar Mor to Islamabad International Airport, was more than Rs18 billion. It is believed that it will be completed in Rs14bn and Rs4bn will be saved. It includes eight stations; seven on Kashmir Highway and one at the airport.

According to official figures, the 8km package-I is 90pc complete, the 3.8km package-II is 85pc complete and the 8.3km package-III and 5.4km package-IV are almost complete.
