Issue is with the license issuing authority. CAA needs complete over haul.
Due to this crises CAA incompetency is visible all over the world and to bring improvement CAA needs to dissolved and In parallel some adhoc measures should be taken for essential services to continue and re-hire those who fulfills the requirements on merit and all other jobs to be published to be filled on merit.

Another 68 pilots suspended over dubious licences
RAWALPINDI: As the process of scrutiny and verification of pilots’ licences continues, the Aviation Division on Monday suspended 68 more pilots, taking the total number of pilots suspended in recent weeks to 161.
Of the 262 holders of dubious licences, the licences of 28 pilots have already been cancelled while 161 pilots have been suspended so far. The decision about the remaining 73 pilots is expected within the next two days as the aviation division says it is taking all measures/decisions after a “double check”.
The government will present a report on Tuesday (today) before the Supreme Court on measures being taken for the safety of air travellers after federal Minister for Aviation Ghulam Sarwar Khan announced in the National Assembly that the licences of as many as 262 Pakistani pilots were dubious.

RAWALPINDI: Eleven Pakistani pilots associated with Vietnamese airlines have been cleared and the authorities have declared that all of them have valid and legitimate flying licences as the verification process moves ahead.
`We had received a request for 11 Pakistani pilots working in Vietnam for verification of their licences and all of them were cleared after scrutiny,` a senior aviation official told Dawn on Saturday.
News agency Reuters also ran a report on Saturday with Hanoi dateline quoting the Vietnamese government as saying that all the Pakistani pilots working for Vietnamese airlines have valid and legitimate licences and none has been involved in a flight incident or safety threat.
Vietnam last month grounded all Pakistani pilots working for the local airline amid concern from global regulators that some pilots may have been using dubious licences.
`All licences administered by the Pakistani aviation regulator are legitimate and valid. There are no fake licences, as mentioned by the media,` a Vietnamese government statement said, citing a note from the Pakistani Embassy to the Vietnamese government.
Vietnam had licensed a total of 27 Pakistani pilots and 12 of them were still active. The other 15 pilots` contracts have expired or they were inactive due to the cor-onavirus pandemic, according to Vietnam`s Civil Aviation Authority.
Spokesman for Pakistan`s Aviation Division Abdul Sattar Khokhar, said Pakistan had received requests from 10 countries -Vietnam, Turkey, the UA E, Malaysia, Hong Kong, Oman, Qatar, Kuwait, Ethiopia and Bahrain -for validation of credentials of 176 Pakistani pilots working in those countries.
Out of these 176 Pakistani pilots, he said, 166 had been verified by the Civil Aviation Authority (CAA) as none of them was having any anomaly.
He said the process of verification of the remaining 10 licences was under way and it would be concluded by next week. He said the information regarding verification of 166 Pakistani pilots had been communicated to respective countries, including the Vietnam Civil Aviation Authority.

Pakistan CAA sent to Qatar Civil Aviation Authority (QCAA) a list 35 Pakistani pilots working in Qatar with licences verified and validated by Pakistan CAA.
Information about validity of four other Pakistani pilots working in Qatar also to be provided by Pakistan CAA.
Pakistan CAA also sent to Hong Kong a list 3 Pakistani pilots working in Hong Kong with licences verified and validated by Pakistan CAA.

Serene Air has withdrawn salaries/perks of seven pilots with dubious licences.
Pakistan CAA had sent to Serene Air a list of ten pilots with dubious/suspicious licences. However, three of these pilots already had left Serene Air.

Re: PM Seeks Report on Pilots With Forged Educational Documents and Pilot Licences Issued by CAA in Dubious Manner
Supreme Court of Pakistan has ordered registration of cases against individuals involved in issuing dubious pilot licences.
Aviation Minister Ghulam Sarwar Khan in a talk show said that a number of pilots on examination day were performing flight duty instead of appearing in exam. Action will also be taken against pilots who appeared in exams instead of the actual candidate, the minister said.
