PM Seeks Report on Pilots With Forged Educational Documents and Pilot Licences Issued by CAA in Dubious Manner

Prime Minister Imran Khan expressed strong concern and outrage over recruitment of pilots based on forged educational qualifications and the awarding of pilot licenses by Civil Aviation Authority (CAA) in dubious circumstances and sought a report about both the issues in two days.

Aviation Minister Ghulam Sarwar Khan informed National Assembly today.

860 licenced pilots in Pakistan.

262 pilots found with bogus/forged documents.

54 cases opened.

28 show-cause notices issued.

18 personal hearing of cases.

9 pilots confessed submitting bogus/forged documents.

PIA has decided to take action against pilots with bogus/forged educational documents and licences obtained in dubious manner. The airline is seeking list of such pilots from Pakistan CAA.

Will someone also take action against the guilty parties in CAA who took the hefty bribes from these pilots, forged their examination results and issued these fake licenses, all of which is an open secret in Pakistan aviation. Or will it be swept under the rug? Our people will always look for shortcuts, but something is clearly wrong with the overseeing body when 1/3 of the pilots in Pakistan have some form of bogus licenses or educational documents.

Today, Aviation Minster Ghulam Sarwar Khan at a press conference informed:

Total 860 licenced pilots in Pakistan

262 pilots found with forged/bogus documents and/or licence obtained in dubious manner.

Like for example, he said:

* some pilots claim that they appeared in exams on Saturday and/or Sunday. In reality, such exams do not take place on holidays including Saturdays and Sundays.

* some pilots did not appear in some examination papers. Some pilots did not appear in all eight examination appears.

Action will be taken against internal & external elements who took bribes to issue licences to such pilots.

Pilots with forged/bogus documents and/or licence obtained in dubious manner will be grounded. Some of these pilots are working for PIA, airblue, Serene Air and privately-owned charter flight operators, flying clubs, flight schools etc. in Pakistan. Some of these pilots are also working for foreign airlines. Pakistan will inform foreign airlines about forged/bogus documents/licence of these pilots.

Show cause notices/charge sheet will be issued to pilots with forged/bogus documents and/or licence obtained in dubious manner.

Four pilots with fake educational documents went to courts, informed Aviation Minister.

Action also taken against four pilots who took salary for eight months without performing duty.

How can passengers be satisfied that the pilot of their flight is not amongst 262 suspect pilots?
I think they should be immediately grounded pending finalisation of the scrutiny.

PIA Spokesperson briefed that the events of investigations into dubious licenses issued by the aviation regulator in the country were highlighted itself by the national flag carrier in the aftermath of the incident in Panjgur that occurred in November 2018 where an ATR skidded off the runway, using the hot and high approach and then making some elementary level mistakes. That prompted an inquiry into the pilot’s credentials which were found to be dubious. The same was reported to the regulator and PIA requested Government of Pakistan to constitute a high level inquiry into the matter which the Aviation Minister ordered immediately. A thorough forensic audit was conducted into the licenses of all the pilots obtained within the country. PIA management continuously followed up for expediting the inquiry process and highest executive office of the country also intervened. Meanwhile PIA tracked another 15 such pilots and all of them were grounded pending clearance from the inquiry board. That did cost PIA 175-200 million in terms of salaries of such pilots, not to mention additional perks and privileges; however the decision was not to compromise on flight safety.

PIA will be making additional recommendations to the regulatory authority for further process improvement which is the order of the day, saying that the regulator would be needed to firm up and bring about zero-tolerance towards misdemeanors in the grant and checking of licenses.

PIA has now written to CAA Pakistan to urgently provide the list of other licenses found to be dubious and despite the number of such pilots and its adverse impact onto PIA’s flight, all of them will be indefinitely grounded pending outcome of inquiries against them, constituted by the Government of Pakistan. Those found at fault will be terminated from service after following a due process. He reiterated that some of our flights may be cancelled consequently but safety takes precedence over commercial interests and only pilots with impeccable service records and clear credentials will operate the flights.

Aviation Minister Ghulam Sarwar Khan in an interview on ARY News tonight said that Prime Minister Imran Khan has demanded strong action against dubious licences issued to pilots.

Pilots with dubious licences will be grounded, said the Aviation Minister.

Grounded, suspended, looking into the matter, committee formed and so on and so forth. One of the meanings of "dubious" is fake. They should be immediately fired from service and should be criminally charged. I am sure there is an applicable law for that (probably Pakistan penal code infamous 420 to begin with). But what will happen is that in a few days after one 'sifarish' after the other this matter will get fizzled in the political milieu and everything will be hunky dory as always.

PIA to ground 150 pilots with ‘dubious licences’
RAWALPINDI: The management of Pakistan International Airlines (PIA) has decided to ground its 150 pilots.

Minister for Aviation Ghulam Sarwar Khan disclosed in the National Assembly on Wednesday that a large number of commercial pilots possessed ‘dubious licences’.

PIA spokesman Abdullah Hafeez told Dawn that “about 150 pilots are being grounded.”

He said the management has now written to the Civil Aviation Authority to urgently provide the list of other licences found to be dubious and all of them will be indefinitely grounded pending inquiries against them.

Chief Justice Supreme Court has taken notice of pilots with fake licences and sought reply from DG CAA within two weeks.

CEO PIA has written a letter to DG CAA and sought list of pilots with fake licences.

Pilots with fake licences will not be allowed to fly, says CEO PIA.

"PIA acknowledges that fake licenses is not just a PIA issue but spread across the entire Pakistani airline industry," spokesperson Abdullah Khan said, adding that some of the fake pilots also fly for foreign carriers.

Now all Pakistani pilots holding a PCAA flying license will be questioned globally. The heads of PIA, PCAA along with Aviation Minister need to roll. There is no way they just found this out, this has to be known. If it is known then why are these pilots still flying ? Lastly, there is a high chance that one of the pilots of the ill fated flight was flying on a fake license. No wonder the aircraft crashed.
