Is the first point not a contradiction to the second? Does that mean Qatar can still operate?
^ Between March 29 and April 4, countries can request for operation of special flights for transportation of their citizens from Pakistan
It means during this time period, Qatar can request for operation of Qatar Airways special flight from Pakistan to Qatar only for the transportation of Qatari nationals.

Thanks that makes more sense.
It's a shame, we had Qatar Airways flights booked for 1 April, we were ready to go home to the UK and they do this to us. Third time our flight is cancelled, now earliest flight is 13 April, this is a nightmare for us.
I dont understand why the Pakistan government is against allowing foreign nationals to go home. We are struggling to get hold of basic things like food for the past week under lockdown.
