I think notice text should be read as "Pakistan International Airlines (PIA) intends to pre-qualify companies specialized in on-site repair of CFM56-5B engines installed on airline's Airbus A320 fleet."

Mandatory Requirements
1. PIA requires EASA Form-1/FAA Form 8130/PCAA Form1 for repaired engine.
2. Availability & transportation of tooling on loan basis at Karachi.
3. The service provider must get their facility audited and approved by Pakistan Civil Aviation Authority (CAA)
4. On-site repair of engines (Hot Section Refurbishment).
5. No Parts Manufacturer Approval (PMA) parts allowed.
6. No Designated Engineering Representative (DER) repairs Allowed.
