According to latest reports:
Under Makkah Road/Road to Makkah initiative, separate Saudi counters will be established at airports of Islamabad, Karachi and Lahore for Saudi immigration process of Hajj pilgrims. Saudi counters will be separate from Pakistani FIA counters.
Pilgrims using this facility will not have to go through immigration process at Saudi airports.

Saudi Immigration and Customs Facilities to be Provided to Hajj Pilgrims at Airports of Islamabad, Karachi, Lahore and Peshawar Under "Road to Makkah" Initiative
A high-level Saudi delegation including officials belonging to Saudi Ministry of Hajj and Umrah, Saudi Ministry of Interior and Saudi General Authority of Civil Aviation (GCAA) will visit Pakistan in the month of April to provide facilities at Pakistani airports of Islamabad, Karachi, Lahore and Peshawar to pilgrims under "Road to Makkah" initiative. Pakistan's Ministry of Interior and Civil Aviation Authority (CAA) will coordinate with the Saudi authorities.
Under the "Road to Makkah" initiative, pilgrims travelling from airports of Islamabad, Karachi, Lahore and Peshawar will undergo Saudi Immigration and Customs process at these four Pakistani airports.

According to news sources:
65,000 intending pilgrims will be flown to Saudi Arabia from Pakistan by 300 PIA flights. The Pakistani national flag carrier airline will use Airbus A320 and Boeing 777 aircraft in Hajj flights operation this year.

Hajj 2019: PIA steps up to manage 300 flights
APRIL 1, 2019 - Pakistan International Airlines (PIA), on Sunday, kicked off preparations for 300 special and scheduled Hajj flights to facilitate 65,000 pilgrims. The national carrier would operate Boeing 777 and Airbus A320 aircraft during phase-wise operations. Flights would be operated from all major cities, including Karachi, Islamabad, Lahore, Peshawar, Sukkur and Quetta. A fare of Rs100,000 per person has been decided for flights from Sindh and Balochistan while the flag carrier has set fare of Rs110,000 per person from Punjab and Khyber Pakhtunkhwa.

A Saudi team has arrived in Islamabad to visit and review airports of Islamabad, Karachi, Lahore and Peshawar for installation of immigration system for immigration system for Hajj pilgrims under "Road to Makkah" initiative.

Saudi team reviews Haj arrangements at Islamabad airport

RAWALPINDI: A Saudi delegation visited Islamabad International Airport on Wednesday and held talks with immigration and civil aviation officials on the arrangements for immigration of Pakistani pilgrims before departing for Haj.
During Saudi Crown Prince Mohammad bin Salman’s recent visit to Islamabad, Prime Minister Imran Khan had requested him to allow Haj pilgrims to undergo immigration and customs clearance at three airports of Pakistan before leaving for Saudi Arabia.
The immigration and customs clearance of Haj pilgrims at Pakistani airports would save several hours being spent previously at Saudi airports.
According to sources, it has been decided that the Saudi authorities will install their own system at Pakistani airports and will carry out immigration and security checks before embarkation of Haj pilgrims on the plane.
“Yes, the Saudi officials will perform the immigration process and final security checks right outside the doors of the plane,” a senior official of the Federal Investigation Agency (FIA) told Dawn.
He said the Pakistani authorities would perform immigration, security check and customs of all Haj pilgrims in the international departure lounge and the Saudi authorities would perform immigration, security check after leaving the passenger lounge and right at the doors of the plane.
“They would also be authorised to check the baggage as well,” he said, adding that the Saudi immigration and security teams will arrive in Pakistan after the flight schedule for Haj pilgrims is finalised.
The Saudi delegation led by Major General Suleman Abdul Aziz, accompanied by immigration and security officials, had arrived in the federal capital on Monday for talks with FIA’s immigration and aviation officials. The Saudi officials will bring with them tools (machinery) and manpower for doing immigration and customs clearance of Haj pilgrims.

Initially, this year Saudi immigration and customs facilities under "Makkah Road" initiative will be available to intending pilgrims at Islamabad International Airport, this was disclosed by Aviation Minister Muhammad Mian Soomro at a press briefing in Karachi today.
The facility will be made available at other airports later.
