Agenda of federal cabinet meeting to be chaired by Prime Minister Imran Khan today includes renewal/extension of a privately-owned airline's licence.

Probably it was renewal/extension of Government of Punjab VIP Flight licence.

Punjab government’s VIP Flight: Cabinet extends licence for one year

The Cabinet has accorded approval to extend the licence of Punjab Government's VIP Flight for one year starting September 30, 2018, official sources told Business Recorder. The sources said that M/s VIP Flight Government of Punjab had requested for renewal of aerial work licence-II (domestic and international) for a further period of one year from September 30, 2018.

According to sources in the Civil Aviation Authority (CAA), M/s VIP Flight Government of Punjab's AOC is still valid and the concerned directorates have no objection to the renewal of licence, whereas CAA Finance Directorate stated that an amount of Rs 46,246 is outstanding on account of aeronautical dues. The operator has been informed to make efforts for early clearance of CAA dues Finance Directorate, CAA.

As per previous practice, approvals for issuance/renewal of licences to airlines to carry out operations were granted with the approval of the Secretary, Aviation Division. The Supreme Court in its judgment, reported in PLD 2016 SC 808 ordered that where words "federal government" appear in the constitution/legislation acts, approval of the federal cabinet is mandatory. The mandate to replace the word "federal government" with the appropriate authority in the Civil Aviation Ordinance 1960 is with the federal government.

Keeping in view the importance of air operations of a government agency, the CAA recommended that the Aviation Division should accord approval for renewal of aerial work licence class-II (domestic and international) of M/s VIP Flight Government of Pakistan for a further period of one year from September 30, 2018. After receiving the approval, to continue their flight operations, a piecemeal extension in the validity of licence will be granted whereas the renewed licence will be handed over to them on clearance of full CAA outstanding dues.
