According to news sources:

Due to poor sales and losses, PIA marketing team has given task to improve sales for Tokyo flights from Lahore. The airline provides Lahore to Tokyo service via Islamabad & Beijing with aircraft change at Islamabad.

Incentives/rewards will be offered to travel agents who improve Tokyo flight sales from Lahore.

Difficulty in getting Japanese visa for Pakistanis is one of the reasons for poor sales of PIA Tokyo flight from Lahore.
