PIA plane stranded in Africa causes loss to national exchequer

KARACHI:
Owing to the flawed strategy and criminal negligence of the national airline administration, an aircraft of Pakistan has been stranded at an African airport for the last 55 hours due to a technical fault, which is causing loss of millions per hour to the national exchequer.

The PIA spokesperson said that the plane was used as a chartered flight, therefore, the department which had chartered the plane would correct its fault and hoped that the plane would be able to take off in a day or two.

According to the details received, PIA plane Boeing 777, with registration no AP-BHW, had to take nearly 400 pilgrims to Jeddah on August 6 but from Jeddah, the same flight had to take the Askari Aviation’s armed personnel, including high officials to Sialkot.

When this flight PK761 with pilgrims onboard was about to take off from Karachi, the seats had not been booked for the chartered flight from Jeddah to Burundi but after prolonged discussion, the flight took off from Karachi after a delay of four hours.

After this, on August 9, this ferry flight (empty flight) as PK-8001 landed in the African city Burundi’s Bujumbura Airport, from where it had to take off with the armed forces personnel deployed there for Sialkot. The plane’s captain was Basharat.

When all the personnel boarded the plane at the mentioned airport, the plane’s APU failed. APU is an alternative engine and supplies electricity to the plane standing on the ground and works till taxiing. Because that airport is small, similar equipment (starter van) was not available there. If the APU like this has to be sent from Pakistan, it can be sent via a larger plane or C-130. Until now, more than 50 hours have passed and the per hour charges of hotel, parking and other facilities have caused loss of millions to the PIA.

When the APU did not work, all the personnel were offloaded from the plane and were made to stay there in a five star hotel, Club du lac, Tanganyika, on PIA’s expenses.

It is important to mention here that the above-mentioned plane’s APU was already dysfunctional and the entry of which had been made in the log book several times.

Despite this major fault, the PIA administration and Engineering Department gave permission for this ferry flight and then for taking the chartered flight to a small airport. Now PIA’s flight schedule is being adversely affected and it is also not known when this fault will be corrected because the administration is totally confused.

PIA Spokesperson Mashood Tajwar said that the Askari Aviation was dealing with the above-mentioned flight. Earlier, a video concerning PIA went viral this week, which showed a newborn baby’s health deteriorated in an aircraft in Paris when the passengers were onboard the plane.

According to news sources, an Air Start Unit (ASU) is being transported by a truck to Bujumbura International Airport to start engine of PIA Boeing 777-300ER (AP-BHW) with inoperative Auxiliary Power Unit (APU) stranded since August 9.

The transportation of ASU by road on a truck has been arranged for ten thousand dollars. Earlier, it was planned to airlift the ASU by a helicopter to Bujumbura International Airport.

The Boeing 777 is now expected to depart from Bujumbura International Airport tonight.

The unavailability of this aircraft since August 9 has disrupted PIA flight operations including Hajj flights.

PIA Boeing 777-300ER registration AP-BHW has departed from Bujumbura International Airport, Burundi, as flight PK-8001. The Boeing 777 due to its inoperative APU was stranded since arriving at that airport on August 9 and also because of unavailability of Air Start Unit at the airport.

22 PSI required for staring Boeing 777 engine. 7 PSI equipment was available at Bujumbura International Airport and that was insufficient for the aircraft.

The ground equipment required for starting engines of Boeing 777 weighed about five tonnes. The helicopter available was capable of lifting three tonnes. That's why option of transporting the equipment by road on a truck was chosen at a cost of ten thousand US dollars.

PIA’s Boeing 777 had been stranded as the aircraft’s Auxiliary Power Unit (APU) was not working properly and the ground power unit at the airport was also not in working condition so the aircraft remained grounded at the Bujumbura (Burundi) airport for four days. Without the ground support equipment the aircraft could not fly.

They said that the ground support unit was brought in from Burundi’s western neighbouring country, Congo, by road which after passing through a civil war-affected area took three to four days to reach Burundi’s airport after which PIA aircraft flew for Pakistan early on Tuesday morning (Pakistan time) and reached Islamabad at around 10am.

The PIA aircraft had been chartered by Askari Aviation to bring Pakistani soldiers performing UN peacekeeping duties in the eastern African country.

Askari Aviation asked PIA to pick up troops from Burundi, panel told

Ikram Junaidi

August 16, 2018

ISLAMABAD:
Both the chief executive officer (CEO) of Pakistan International Airlines (PIA) and the acting director general of Civil Aviation Authority (CAA) have informed the Senate Standing Committee on Aviation that the managing director Askari Aviation Services — a subsidiary of the Army Welfare Trust — had advised them to send an aircraft that had been stranded in Burundi for four days.

“Askari Aviation’s senior official called me and said that as many as 705 troops, performing UN peacekeeping duties, had completed their tenure in Congo and they had to be lifted from there. He said Shaheen Air had to do it but later declined. I told him that we were busy with Haj operations and we had even cancelled some flights to Europe. However, I was told that it is our national duty — so we sent an airplane, which dropped pilgrims at Saudi Arabia and went to Africa. However, it became out of order and it took three days to repair it and then the troops were brought back,” CEO of the PIA Musharraf Rasool said.

“I also got calls from Askari Aviation’s senior officials. They told me that Shaheen Air had to pick the troops up but it had backed out. They asked me to request the PIA to do the job as the PIA is the national flag carrier,” acting DG of the CAA Hassan Baig explained.

During the current month, the PIA’s Boeing 777 remained stranded at Bujumbura (Burundi) airport as the aircraft’s Auxiliary Power Unit broke down. After repairing the faulty unit, the plane finally flew back home.

The matter was taken up by the chairman of the standing committee, Mushahidullah Khan, who inquired why the aircraft was sent to Africa and how it had become ‘out of order.’

Senator Mian Ateeq said that according to the information he has in the past an airline, from Sharjah, used to carry the troops. The senator wondered why it was not hired this time, and why an aircraft of the PIA was sent there considering the national airline is busy with Haj operations.

However, after hearing representatives of the CAA and the PIA, the committee decided to wind up the matter.
