Commercial Audit Department (Government Audit) in its report has declared appointment of Chief Executive Officer (CEO) PIA Dr. Musharraf Rasool Cyan as irregular and in violation of rules. The report recommends his removal from the post without delay.
The document subject/title is: "Irregular appointment of Mr. Musharraf Rasool Cyan as Chief Executive Officer and misuse of PIACL resources by him Rs. 160 million".
According to news sources, the audit report says:
* In violation of rules he was preferred for job appointment.
* The appointment does not meet job experience and other conditions/criteria required in job vacancy advertisement.
* Appointment violates SECP guideline.
* Appointment made for three years instead guideline's two years.
* Salary of PKR 2,000,000/- approved instead of M-1 grade salary.
* There's difference in birth dates in CNIC and matriculation certificate. Different birth dates violate PIA personnel policy manual.
* The board had not shortlisted Dr. Musharraf Rasool Cyan application for the job.
* He was not selected for next stage of selection process during initial interviews of job applicants.
* Presence of Adviser to the Prime Minister on Aviation during job interview violated PSC rules.
* Pressure from Adviser to the Prime Minister on Aviation for CEO's appointment needs to be investigated.
* An independent agency should investigate the appointment.
* Salary, car and cost of used air tickets during the appointment should be recovered.
