According to following news report, on December 19 a Dubai-bound airblue flight from Islamabad with 168 passengers suffered a delay of nearly six hours due to an expired licence. The authorities cleared the flight for departure after airblue got the licence renewed by Pakistan Civil Aviation Authority (CAA). Maybe Regular Public Transport (RPT) licence?
The airline's Islamabad to Riyadh flight PA-274 was also delayed by nearly three hours for operational reasons.

Apparently, the Dubai-bound flight was PA-210 that departed from Islamabad at 5:33 PM with a delay of five hours & fifty-three minutes. Flight PA-210 was scheduled to depart at 11:40 AM. The flight was performed by airblue Airbus A320-200 registration AP-EDA that had arrived in Islamabad at 11:18 AM as flight PA-211 from Dubai.
The Riyadh-bound flight PA-274 departed from Islamabad at 5:47 PM with a delay of five hours & fifty-two minutes. Flight PA-274 was scheduled to depart at 2:55 PM. The flight was performed by airblue Airbus A321-200 registration AP-BMP that had arrived in Islamabad at 3:41 PM as flight PA-200 from Karachi.
