Pakistan International Airlines Corporation is embarking upon a revitalisation plan in general and specifically in customer services area to confront with the future challenges and dynamics of aviation industry.

In this respect PIA is seeking to hire services of experienced and professional service provider for aircraft cabin cleaning.

Scope of Services & Standards

AA. Transit Cleaning of Aircraft Interior

Objective:


Maintenance of hygienic conditions and cleanliness of the aircraft cockpit and cabin at acceptable standards of each aircraft well in time before its departure.

Acceptance Proforma is countersigned by the operating Purser.

i. Flight Deck

a. Empty & clean ashtrays.
b. Clean wind shield with lint free soft cloth.
c. Clean / brush seat belts and shoulder harnesses, spot clean if necessary.

ii. Passenger Cabin

a. Pick all rubbish / loose items from floor area.
b. Provide runner and fix.
c. Empty / vacuum seat pockets.
d. Raise business class seat footrests and remove any rubbish under the footrests.
e. Brush seats with a brush.
f. Brush seat belts and spot clean as necessary. Arrange seat belts neatly (Replace if dirty or any damaged).
g. Remove rubbish from magazine racks / literature pockets.
h. Clean all meal tables / in-arm meal tables.
i. Vacuum in-arm meal tray housing.
j. Clean all seat trims, shells, UBR etc.
k. Remove spillage / stains from carpets.
l. Brush / vacuum clean all carpets.
m. Spray fragrance before passenger boarding.
n. Remove runner just before boarding.

iii. Galleys / Service Centre & Entrance Areas

a. Empty & clean waster container and spray disinfectant and replace polymer bag.
b. Remove trash from floor, work tops and waste bin stowage area.
c. Remove all signs of spillage from work top, storage cupboards and sink.
d. Wipe clean waste bin housing, door, trash disposal flapper, handles and cavities.
e. Clean work surface and sink.
f. Clean coffee, tea, juices, drinks, oils marks.
g. Scrub / wipe clean floor PVC.

iv. Lavatories / Toilets

a. Empty & clean waste bin and replace polymer bag.
b. Wipe clean waste bin housing and spray deodorant.
c. Remove all trash from wash basin, counter top and floor.
d. Sniff toilet area, clean with disinfectant.
e. Clean wash basin, mirror, cabinet and area.
f. Clean toilet lid, seat, and shroud with approved cleaner / disinfectant.
g. Clean floor PVC.
h. Clean door from inside & outside.
i. Flush toilet thoroughly.
j. Thoroughly clean soap holder.
k. Spray fragrance before passenger boarding.

Caution

To avoid any accident, do not touch any switch / controls without supervision. Inform ground engineer if any discrepancy observed. Do not clean any instrument glasses. Do not take any liquid cleaning agent inside cockpit. Do not use any abrasive material for cleaning. If any wallet / valuable article found lying in cabin, inform / handover to security under acknowledgement. Do not allow any to take catering / field service items. Do not allow excessive amount of cleaning fluid to come in contact with power supply outlets, ensure area is dry after cleaning to prevent receiving electric shocks. Inform any water leakage drain blockage, to ground engineer / duty officer. Waste bin door must be closed properly to observe fire prevention requirement. Inform any water leakage drain blockage, to ground engineer /duty officer. Aircraft acceptance pro-forma for transit cleaning will be countersigned by operating flight/ sr. Purser before each departure. A copy of the pro-forma will be retained by the flight/ senior purser and original one will be kept with service provider.

BB. Deep Cleaning of Aircraft Interior

Objective:


Comprehensive and perfect cleaning of entire aircraft after a period of every ten days where aircraft ground time is more than twelve hours.

i. Flight Deck

a. Remove all trash from floor, seat pockets and book stowage.
b. Empty, wash and dry ashtrays.
c. Clean all seat covers using a brush, replace as necessary.
d. Brush / clean crew seat belts and shoulder harnesses, spot clean as necessary.
e. Clean all spillage from consoles / control stand and Flight Engineer's work table (if applicable). Use a large (2 inch) paint brush to brush all panels and consoles.
f. Wipe control column hand wheels with a cloth damp with vinyl foam.
g. Ensure to vacuum clean entire flight deck floor area, pay particular attention to the area forward of the rudder pedals.
h. Ensure that seat tracks are clean.
i. Remove all signs of spillage from floor.
j. Clean interior of flight deck windows using approved cleaner and a lint free cloth.

ii. Passenger Cabin

a. Remove trash from seat pockets. Raise business class foot rests and remove any trash underneath them.
b. Clean PTV (Personal Television) screen and surrounding cover with lint free cloth damped with approved cleaner.
c. Brush seats with a stiff brush, lift seat cushions and remove all trash with vacuum cleaner.
d. Check seat cushions, back covers & head rest covers for wear tear. Replace any worn out seat covers as required.
e. Replace any stained seat cushions, seat back, head rest covers as required.
f. Remove, wash & reinstall all seat belts or spot clean as necessary.
g. Place seat belts (cross shaped) neatly.
h. Scrub seat arm rests and side trim panels to remove all dirt.
i. Wipe clean both sides of all meal tables / in arm meal tables with approved cleaning solvent and in arm meal table stowed area and dry.
j. Ensure all spillage & pen marks are removed.
k. Report broken / damaged tables and un-serviceable seat belts to Officer in-charge Cabin Maintenance.
l. Open seat life jackets compartment / pouch and remove all accumulated trash and re-stow the life jacket.
m. Vacuum all floor carpets including stairs carpet including the vertical back face of each step (if applicable), kick panels, in arm meal table housing, seat pockets.
n. Clean air inlet & outlet grills, dado panels. Ensure all signs of spillage / marks are removed.
o. Vacuum / clean all trash from coat closets and stowage areas.
p. Clean scuff marks, dust, dirt from cabin side walls panels, bulkheads, hat racks and ceiling panels.
q. Clean any marks, dirt from door trim panels and surrounds.
r. Inspect curtains and replace if found dirty, soiled damaged.
s. Clean all dirt from cabin windows, shutters and blinds using any approved cleaner.
t. Remove trash from magazine racks / literature pockets.
u. Clean internal / external surfaces of dog houses.
v. Cover all carpets with clean runners once cleaning completed.

iii. Lavatories / Toilets

a. Remove all trash from the wash basin, counter top and floor.
b. Empty waste and sanitary bins, wipe clean / wash out waste bin and stowage area.
c. Disinfect waste bins and waste bins area.
d. Clean toilet bowl with a brush, wipe clean with cloth soaked in disinfectant and then dry.
e. Clean toilet seat and surrounding shroud with disinfectant, and then dry.
f. Wipe clean and dry wash basin, counter top, all fixtures and mirrors. Scrub around taps using a small stiff brush to remove accumulated soap. Wipe clean with cleaning shampoo and dry.
g. Clean toilet walls, ceilings, air extraction grill and doors with any approved cleaner.
h. Clean toilet flush handle and door handle.
i. Clean and disinfect baby basinet (diaper change table) if fitted.
j. Mop floor with disinfectant, ensure all spillage area removed, then dry.
k. Deodorize toilet area.

iv. Galleys / Service Center & Entrance Areas

a. Remove trash from floors, work tops, waste bin stowage areas and cart / meal trolley stowage areas.
b. Empty trash / garbage containers, wash, and disinfect containers. Fit bin liners / bags as required.
c. Remove all signs of spillage from work tops, storage cupboards and sinks thoroughly scrub and dry.
d. Brush floor areas, wash / wipe clean floors using disinfectant.
e. Ensure that the waste bin stowage and food trolley stowage areas are thoroughly scrubbed out.
f. Clean out galley upper stowage areas (once containers removed) wipe and dry. Pay particular attention to channel slides, bin guides ensure all food residue removed.
g. Clean out cupboards.
h. Clean all doors, handles and side wall panels.
i. Clean ice drawers and trays.
j. Clean coffee, tea, juices, drinks, oils marks.
k. Clean ovens with oven cleaners.
l. Clean refrigerator interior.
m. Clean cabin attendant seats. Replace any damaged or soiled seat covers. Spot clean seat covers with stain remover and seat belts, as required.

v. Cargo Hold

a. Remove all trash from hold and under floor level areas.
b. Report any signs of liquid / chemical spillage to in-charge before cleaning.
c. Sweep / vacuum out hold floor and ball mat areas.
d. Clean all walls, side panels & ceiling panels.

Caution

Do not operate any lever, switches other controls. Take precaution to avoid accidental operation. Do not clean any instrument glasses. Ensure waste bin door is closed and latched after servicing. Take care not to allow excessive amounts of fluids to come into contact with hot cup outlets. Ensure that hot cup outlets are dry to prevent the electric shocks. Aircraft acceptance pro-forma for deep cleaning will be countersigned by aircraft engineer, cabin maintenance before each departure. A copy of the pro-forma will be retained by the aircraft engineer cabin maintenance and original one will be kept with service provider.

Minimum number of cleaners required:

Wide-body Aircraft : 11 workers per aircraft
Narrow-body aircraft : 9 workers per aircraft

The current cleaners don't do the best job do they?
PIA, Emirates, Etihad, Qatar, Lufthansa, BA, Turkish, American, AirBerlin, Thai, Air France, Delta, Korean, Qantas, and many more. :D

Very interesting details in bidding document.

If, this happen in reality, PIA fleet cabin will be awesome.

But the question is, why PIA inviting a third party for such services? Why not to do it by its own specialized team?

A lot of airlines outsource these. A major thing is, if PIA does it, these employees will be under gov't, then there is retirement money, benefits (tickets discount maybe? and so forth. Gov't pay and more expensive operational than private owners.

Observed myself crew of Shaheen Air smoking onboard enroute in cockpit. Similarly friend observed PIA ATR crew smoking in the cockpit in-flight.

Pakistan International Airlines (PIA) invites “Sealed bids” on “Single Stage Single Envelope Basis” from interested parties for the Contract for Transit Cleaning Service of PIA Aircraft at the following stations:

Karachi (KHI)
Lahore (LHE)
Islamabad (ISB)
Peshawar (PEW)

Note:
1) Separate Bids are invited for each station.
2) Bids can be submitted for any one or more stations.

The scopes of services required are:

“Transit Cleaning of PIA Aircraft including Cleaning of Flight Deck Compartment/Cockpit, Passenger Stairs, Passenger Cabin, Galleys/Service Center & Entrance Areas, Lavatories/toilets etc.”

General Information and Assumptions

FLEET INFORMATION:

PIA is the National Airline of Pakistan. It has a fleet of 38 aircrafts. PIA fleet comprise of

1. B777-240 ER’s, B777-240LR, B777-340ER Aircraft.
2. A320 Aircraft.
3. ATR 42-500 & ATR 72-500 Aircraft

REGULATORY REQUIREMENTS:

PIA is regulated by PCAA Pakistan Civil Aviation Authority (http://www.caapakistan.com.pk/ ) which is a public sector autonomous body working
under the Federal Government of Pakistan.

Civil Aviation Rules, require that “aircraft registered in Pakistan shall not be maintained or modified or repaired by an organization outside Pakistan except with the Approval of the Director General Pakistan Civil Aviation Authority”.

ASF, ANF & other security agencies requirement/clearances apply to work on the Aircraft parked in restricted areas/Airport premises.

Successful bidder will be required to acquire and maintain the Approval from the authority/agencies directly.

Scope of services required:

OBJECTIVE:

Maintain hygienic conditions and cleanliness of the Aircraft cockpit and cabin at acceptable standards of each Aircraft well in time before its departure.

A. Flight Deck Compartment/Cockpit:
1. Empty & clean ashtrays.
2. Clean wind shield with lint free soft cloth. (Inside & outside)
3. Clean / brush seat belts and shoulder harnesses, spot clean.
B. Passenger Stairs: (where applicable)
1. Clean stairs, kick panels, side wall etc.
2. Clean railing / grill.

C. Passenger Cabin:
1. Pick all rubbish / loose items from floor area.
2. Provide runner and fix.
3. Empty / vacuum seat pockets.
4. Remove rubbish from seat pockets. Raise Business class seat footrests and remove any rubbish under the footrests.
5. Clean Passenger TV screen and surrounding cover with a lint free cloth damped with approved cleaner. (If applicable)
6. Brush seats with a brush.
7. Brush seat belts and spot clean. Arrange seat belts neatly.
8. Remove rubbish from magazine racks / literature pockets,
9. Wipe clean Hat rack. (Top, bottom, Inside & coves).
10. Wipe clean side walls panels.
11. Wipe clean all dado panels, grills.
12. Wipe clean dog house/coat closet.
13. Clean window shades / panes with lint free soft cloth.
14. Clean all seat armrests and earphone cavities.
15. Clean all meal tables / in-arm meal tables.
16. Vacuum in-arm meal tray housing.
17. Clean all seat trims, shells, UBR etc.
18. Remove spillage/stains from carpets.
19. Brush / vacuum clean all carpets.
20. Clean seat tracks and rubber spacers.
21. Clean partition bulkheads / door trims / slide raft covers.
22. Spray fragrance before Passenger boarding.
23. Remove runner just before boarding.

D. Galleys / Service Centre & Entrance Areas:
1. Empty & clean waste container, replace polymer bag and spray disinfectant.
2. Remove trash from floor, work tops and waste bin stowage area.
3. Remove all signs of spillage from work top, storage cupboards and sink.
4. Wipe clean waste bin housing, door, trash disposal flapper, handles and cavities.
5. Clean work surface, and sink.
6. Clean ice draws and drains trays.
7. Clean cabinets / housing, walls & corner.
8. Clean oven with oven cleaner.
9. Clean coffee, tea, juices, drinks, oils marks.
10. Scrub/wipe clean floor PVC.

E. Lavatories / Toilet:
1. Empty& clean waste bin and replace polymer bag.
2. Wipe clean waste bin housing and spray deodorant.
3. Remove all trash from wash basin, counter top and floor.
4. Sniff toilet area, clean with disinfectant.
5. Clean wash basin, mirror, cabinet and area.
6. Clean toilet lid, seat and shroud with approved cleaner /disinfectant.
7. Clean floor PVC.
8. Clean toilet door from inside & outside.
9. Empty and clean ashtrays on toilet doors.
10. Flush toilet thoroughly.
11. Clean floor and area with disinfectant
12. Thoroughly clean soap holder.
13. Clean air vent, ceiling & side wall thoroughly.
14. Spray deodorant / disinfectant.
15. Spray fragrance before passenger boarding.

AVERAGE DEPARTURES PER DAY (Variance 25%):

From Karachi = 40
From Islamabad = 32
From Lahore = 22
From Peshawar = 10

Minimum number of cleaners and Maximum time allowed for Transit Cleaning:

Wide Body Aircraft: 11 workers per aircraft within 45 Minutes
Narrow Body Aircraft: 09 workers per aircraft within 30 Minutes
Narrow Body (ATR Aircraft): 07 workers per aircraft within 20 Minutes

Aircraft Acceptance Performa for Transit Cleaning will be countersigned by operating Flight / Sr. Purser before each departure. Copy of the Performa will be retained by the Flight / Sr. Purser and original will be kept with the Service provider and a copy has to be submitted with the Bill.

Minimum number of cleaners required for Transit Cleaning:

Wide Body Aircraft: Min 11 workers per aircraft within 45 Minutes (max. time)
Narrow Body Aircraft: Min 09 workers per aircraft within 30 Minutes (max. time)
