My airlines such as Emirates use vynal stickers for their liveries, but we do not see their liveries peeling off like that!

No surprise there really. Somebody spends an evening exploring all features of ms paint with his nephew and comes up with a new "livery". Lots of different colours, gradients and other expensive, hard to paint stuff for a bankrupt airline that prefers an outdoors DIY pigeon-shit-included approach to painting its aircraft because it cannot afford to hire a modern facility to do the job properly. So they resort to stickers, applying the usual attention to detail and quality.

Just compare to the air italy livery: a cheap eurowhite base with just two colours, no gradients; different coloured surfaces don't even meet. Practical and way cheaper to paint.

According to PIA statement, decals are under warranty and will be replaced without extra charges by vendor. The airline is also upgrading methods to paint aircraft.

I saw PIAs 777-300ER (AP-BHW) and 777-200ER (AP-BHX) on short finals at Heathrow today and I must say that the 777-200ER fleet is in desperate need of fresh paint.
However, 777-300 AP-BHW was in a decent state.

PPRA rules ‘violated’ in PIA re-branding paint job

LAHORE:
Pakistan International Airlines’ (PIA) re-branding paint job of Markhor worth millions on its aircraft were awarded in violation of Public Procurement Regulatory Authority (PPRA) as the job was never advertised in the newspapers, The News has learnt.

The procedure for hiring the services of any third party requires the job to be advertised and the service is tendered to the ablest bidder with the lowest bid. However, sources told The News that according to an observation by the Store Purchase Committee and Central Purchase Committee, there was no tendering for the contract and it was awarded to vendors who were prequalified for general advertising.

The said the specific prequalification for aircrafts paints had not been carried out and There is no such approval from any of the purchase committees. General Manager Public Relations Mashhood Tajwar, however, contended that the process was done in accordance with the PPRA rules. He, however, could not recall when was the job advertised in the newspapers and how many competitors participated in the bid.

The Supreme Court of Pakistan temporarily barred the PIA from using the logo of Markhor on the tail of its planes instead of the national flag last week. The application had questioned the rationale for this lavish spending given PIA’s current financial crisis.

The Supreme Court took up the case on an application filed in the SC Human Rights Cell at Islamabad registry in response to which the Chief Justice of Pakistan ordered halt to the makeover of PIA aircraft until a report is submitted on the matter. He also ordered MD Cyan to present a report regarding the award of contract for pasting stickers of the Markhor on the planes. In response to CJ’s question pertaining to the cost of the said endeavour, MD PIA stated that it would cost Rs2.7 million per plane to change the logo.

However, Justice Nisar observed that the cost for each plane would be Rs3.4 million and sought a report detailing tender and contractor information. The report, however, is still pending. The logo a Markhor, is actually costing Rs7 million each on PIA A-320 aircraft, according to the documents available to The News. The cost for this logo’s paint job on various aircraft is different.

PIA has thirteen A-320, eleven B777 and eight ATRs. The cost of the B3777 is more than Rs7 million. The invoices from a marketing and advertising company were returned because the conceptual approval by advertising committee is given for two separate cases of B777 and A320. This seems to be a case of splitting of contracts which is a violation of PPRA rules. The total cost of two aircraft is beyond the power of advertising committee as per schedule of power.

To question regarding the price quoted to the CJ and the cost difference in various aircrafts for this job, Mr Taajwar said that it is obvious that the paintjob for different sized aircraft would cost differently, and for larger aircrafts it would be more than that for smaller ones, he said.

According to news sources:

A three-member Supreme Court bench led by Chief Justice of Pakistan on Tuesday (June 5) will hear the case on PIA livery. Court notices have been issued to Chairman PIA, CEO PIA and Additional Attorney General.

The Supreme Court of Pakistan had taken suo motu notice on image of Pakistan's national flag replaced by country's national animal Markhor on aircraft tail in new PIA livery. The court had temporarily stopped the country's national flag carrier airline from replacing the national flag with image of an animal on aircraft tail.

So far, only one PIA aircraft, an Airbus A320 (AP-BLU), has received the new livery.

Let see what happen to this Markhor livery.

BTW, PIA management under estimated that backlash which they are facing now on removal of national flag from it's aircraft tail.

I made video of AP-BGK landing at Heathrow earlier today. I will upload the video tomorrow.

I must add that this aircraft is in desperate need of a fresh paint. I have never seen any aircraft whether PIA or not this dirty and in poor state. The beige fuselage looked unbelievably dirty and was embarrassing to say the least.

You will see it in my video coming tomorrow.

According to DAWN News channel, today during new PIA livery case hearing, the Supreme Court of Pakistan issued order to include name of CEO PIA Musharraf Rasool Cyan in watch list.

The court remarked that PIA has spent USD 34,000/- per aircraft for changing livery and removed Pakistan flag for Markhor. The picture of Markhor could have been applied on aircraft later, the court said.

CEO PIA informed the court that the airline is also improving aircraft interior.

SC orders travel ban on PIA chief

June 06, 2018

ISLAMABAD
- The Supreme Court of Pakistan on Tuesday issued directives for placing the name of Pakistan International Airlines (PIA) Chief Executive Officer Musharraf Rasool Cyan on the Exit Control List (ECL).

Chief Justice Mian Saqib Nisar, who was heading a bench of the apex court, gave these directives while hearing a case pertaining to the national flag carrier’s replacing national flag with endangered species of Markhor on its planes.

At the outset of the hearing, he asked the PIA chief to explain as to why an amount of Rs 3.4 million was spent on painting of the picture of Markhor on an aircraft instead of focusing resources on improving the airline from inside.
