I had family and friends in this flight (SV 706) and they portrayed a terrible picture of the whole flight including the time on the tarmac without a functioning AC. And we only complain about PIA!

So the blame must go to Pakistani CAA for not taking any action...

Maybe the aircraft's APU was not working.

According to the following news report, AC of a/c was not working before taking off from Medina, and even after takeoff they continued for Karachi.

From newspaper reports, it seems it was Saudia Medina to Karachi flight SV-706 operated on September 9 by airline's Boeing 777-268ER registration HZ-AKV.
The 16-year old B777 departed from Medina at 4:31 PM. The scheduled departure time for flight SV-706 was 3:25 PM. The aircraft landed at Karachi at 9:55 PM. The flight's scheduled arrival time was 9:10 PM.
From Karachi, the B777 departed at 1:22 AM on September 10 as flight SV-709. The scheduled departure time for flight SV-709 was 11:20 PM on September 9. Maybe repairs at Karachi delayed the departure of aircraft as flight SV-709 by two hours.

I doubt that. Saudi CAA or equivalent authority probably has a lot more solid reasons to fine PIA and they ignore or just don't do that. In the videos circulating on social media it seems that the air hostesses are also trying to help/fan the passengers, contrary to the comments that they were rude and unhelpful, although the latter is still possible. At the end of the day Pakistani passengers suffer.

Saudi Airline has sent two kgs of good quality date (Ajwa) to passengers' home along with two litres of zam zam and an apology letter.
