Outsourcing of Airport Services
  1. Pakistan Civil Aviation Authority (PCAA) invites for proposals through this Request for Proposal (RFP) from the airport operator companies for outsourcing the airport services of New Islamabad International Airport (NIIAP), Islamabad, Allama Iqbal International Air Port (AIIAP), Lahore and Jinnah International Air Port (JIAP), Karachi.
  2. The interested companies would be responsible to operate and maintain the airport(s) services under a licence, and shall also be responsible to undertake periodic approved development of airport infrastructure, if any.
  3. The scope of work will include:
    1. Airport services
    2. Commercial exploitation of airport
    3. Maintenance of allied infrastructure related to airport services
    4. Management of existing outsources concession at the airports
    5. Provision of international standard ground handling services at airport, etc.
  4. Interested companies, having demonstrated experience of rendering airport services with a sound capability to ensure the efficiency of quality services and better operability of our airport(s) are encouraged to apply.
  5. The RFP documents may be obtained from the office of the Deputy Director General Airport Services, Headquarters Pakistan Civil Aviation Authority, Terminal 1, Jinnah International Air Port (JIAP), Karachi, on any working day from 0900 hours to 1600 hours till August 08, 2017
    on payment of prescribed non-refundable fee of Rs. 100,000/- in Pakistan Civil Aviation Authority (PCAA) Collection Account No. C-2561-8 at National Bank of Pakistan Airport Branch, Terminal 1, JIAP, Karachi.
  6. Proposals/bids shall be submitted in two envelopes separately marked as "Technical Proposal" and "Financial Proposal". The deadline for the submission of proposals/bids is September 12, 2017 till 1200 hours. The proposals/bids will be opened 2 hours after the deadline on the same date.

    PCAA reserves the right to reject all bids or proposals at any time prior to the acceptance of a bid/proposal. The PCAA shall upon request communicate to any participating company the grounds for rejection of a bid/proposal, but it is not binding upon PCAA to justify those grounds.

Probably the idea of outsourcing management of these airports is dropped?

Corrigendum in September 7 newspaper:

It is to notify that the date for submission of proposal for outsourcing of Airport Services Licence (ASL) for Islamabad International Air Port (IIAP) - Islamabad, Jinnah International Air Port (JIAP) - Karachi, Allama Iqbal International Air Port (AIIAP) - Lahore has been extended for 15 days. The request for proposals may now by submitted on or before 27th September, 2017.

The schedule of bidding at Para 1.3 S.No.2 contents of the Request for Proposal (RFP) be revised accordingly at your end please.

The schedule of activities may also accordingly be revised by the number of days as mentioned against each following subsequent activity. However, any further revision in the dates of these activities, if made, shall also be accordingly communicated by Pakistan Civil Aviation Authority (CAA).

The second pre-bid conference has also been rescheduled and will now by held on 14th September, 2017, instead of 7th September, 2017.

It is clarified that title of advertisement "Outsourcing of Airport Services" published in national dailies on 28th July, 2017, be read for all purposes as "Request for Proposal (RFP) for Airport Services Licence (ASL)".

CAA has announced three tenders but failed to receive the required response. `we are going to advertise the contract for the fourth time,` Secretary Aviation Irfan Elahi said, adding that by the end of April, the CAA will complete the process of awarding the contract.

Apex court moved against outsourcing of airports

ISLAMABAD:
Officials of the Civil Aviation Authority have invited the Supreme Court’s attention to a government decision of outsourcing different airports and curtailing important branches of the CAA.

In an application submitted to the court, the secretary general of the Union of Civil Aviation Employees, Lahore, Mohammad Ayaz Butt, alleged that the government had never made public the report on privatisation of different airports fearing strong opposition by the then defence secretary and the Pakistan Air Force in view of the fact that the privatisation/outsourcing of the airports would be a security risk.

But due to strong opposition by the then defence ministry the privatisation/outsourcing process remained suspended, the letter said, adding that soon after the change in the ministry the same interest group had secretly started the process of privatisation to get the most profitable airports of the country.

The application stated that the CAA was established in 1982 and though previously the authority, along with the PIA, Airport Security Force (ASF) and Meteorological department, was under the defence ministry, the present government through a notification in the Rules of Business, 2013, created a separate aviation division under the cabinet by putting the CAA, ASF, PIA and Met department under the control this division.

The letter highlighted that the CAA was one of the richest departments and last year it earned Rs70 billion and soon after the operation of the new Islamabad airport, it was expected that the revenue might be increased to Rs100bn per year.

However, it said, this time they had named the privatisation as outsourcing of airports so that no objection could be raised from any quarter.

All the process was kept secret and the employees were never taken into confidence and a Lahore-based legal firm was engaged to deal with cases and other legal matters with the CAA by awarding a contract worth Rs49.9 million. Later, the contract was extended and more tasks were given to this firm without following codal formalities, the petition alleged.

Till date the CAA had reportedly paid more than Rs140m without any benefit to the authority, the letter alleged.

To achieve the purpose, a company was also got registered with the Securities and Exchange Commission of Pakistan with alleged fake fabricated information, the letter alleged, adding that without adopting mandatory procedure three blue-eyed officers were also nominated as directors of the company with 33 to 34 per cent shares of the company.

Interestingly, without holding compulsory board of directors meeting, the CEO of the company was elected showing the three directors as self-employed, though all of them were regular officers of the CAA, the petition alleged.
