What's the aim of this ?
Probably to have more options available for exit when the Supreme Court finally decides?

From Wikipedia
A air transport agreement (also sometimes called an air service agreement or ATA or ASA) is an agreement which two nations sign to allow international commercial air transport services between their territories. The bilateral system has its basis under the Chicago convention and associated multilateral treaties.

Probably ASAs sought with these countries primarily for cargo aircraft operations with imports/exports.

While Azerbaijan is understandable, I am trying to understand the rationale behind carrying the agreements with Serbia, Vietnam and Brazil. As per my knowledge, the diplomatic relations with Serbia aren't the nicest, and dont know what kind of business oppportunities exist there. Brazil and Vietnam are surprising names when it comes to trading.

Veitnam is a good pharmaceuticals and alternative medicine market. Exports of other goods are in progress now a days. Brazil is something new but tourism is a big factor as embassy of Brazil is now handling operations. Also heard about minor export to brazil as well.
