According to PTV News, Pakistan Civil Aviation Authority (CAA) has allowed Shaheen Air to contiune flight operations for next forty-five days.

According to CAA spokesperson statement:

Shaheen Air has been advised to complete documents.

Shaheen Air issued tickets for new routes in violation of CAA rules & regulations.

Despite reminders Shaheen Air has not paid due amount to Pakistan CAA. The airline is defaulter of CAA.

Shaheen Air unethically collected amount of money from passengers on behalf of Pakistan CAA.

According to news sources:

Shaheen Air licence will be cancelled after forty-five days in case the airline fails to meet Pakistan CAA regulations/conditions.

Shaheen Air official says that airline's business is affected by poor policies of Pakistan CAA. DG CAA should support privately-owned airlines, he said.

Shaheen Air will go to courts against Pakistan CAA behaviour.

This is unfair. PIA is getting billions support every year while CAA is trying to squeeze neck of Shaheen.

CAA warns Shaheen Air of suspension, wants clearance of dues

The Civil Aviation Authority (CAA) has warned Shaheen Air International that it will suspend its operations in 45 days if it fails to submit required documents for renewal of its long pending passengers’ pick-and-drop licence.

“Shaheen Air International’s (SAI) documents for Regular Public Transport (RPT) are incomplete,” CAA said on Monday.

Additionally, the aviation regulator [CAA] barred the SAI from flying on a new international route, Multan-Oman, on Sunday.

“The airlines had already sold tickets on the new route in clear violation of the Pakistan Civil Aviation Authority’s regulations,” CAA added.

The regulator said the airlines owed it Rs480 million on account of taxes and fees.

“The regulator has reduced availability of Avio bridge [a movable bridge placed against an aircraft door to allow passengers to embark or disembark] to Shaheen Air International,” an official at the regulatory body told The Express Tribune.

“We are providing the air bridge to those airlines that pay their dues on time and follow all the other rules and regulation set by the authority from time-to-time,” he said.

SAI Chief Commercial Officer Faisal Rafique – in response to the warning and allegations of violation of its rules – said at a press conference that the CAA had been targeting private carriers for a long time to “favour foreign airlines and the loss-making Pakistan International Airlines”.

“The Civil Aviation’s…..no response has caused us to bear a loss of Rs7.5 million last [Sunday] night due to postponement of Multan-Oman flight,” he said.

“CAA’s polices and attitude caused us a loss of Rs30 million when we started our Manchester flight earlier. Later on, wrong polices caused us to lose the Manchester and Kuala Lumpur routes,” he said.

“The CAA does not clear induction of newly arrived aircraft into our fleets for about 15-20 days. This unnecessary delay in clearance causes us losses of $20,000 per day per aircraft in shape of airport charges. Earlier, the CAA used to clear such aircraft in 3-4 days only,” Rafique complained.

He said SAI’s dues amounting to Rs480 million to CAA at present were not more than three weeks’ dues on an average. Reduction in cash-flows in recent months has caused a slight delay in paying the dues, he said.

“We have asked the CAA to grant us time to pay all the pending dues by June [2017]. Disruption in cash flows is due to CAA’s poor policies.”

The SAI official also said that his airline has submitted all the required documents with the CAA to renew the Regular Public Transport (RPT) licence for one-year proper time period. However, “it [CAA] keeps renewing the RPT licence for 15-30 days instead for a proper one-year time period,” he added.

Rafique further said that by not renewing their licence for a one-year period, as per the court’s instruction, the CAA was in contempt of court.

He held CAA DG responsible for the crisis at SAI. “We demand his removal,” said the SAI CCO.

“If the DG is not removed then Pakistan-based private airlines would shut down in the next 3-4 years,” he said.

Shaheen Air is demanding removal of Director General Pakistan Civil Aviation Authority (CAA) because his policies/actions have damaged/hurt privately-owned airline's business.

Shaheen Air on its dispute with Pakistan CAA is seeking intervention from Prime Minister Nawaz Sharif.

BTW, the delay/postponement of Shaheen Air inaugural flight from Multan to Muscat must have damaged airline's repute in Oman.

According to DAWN News channel, Shaheen Air Chief Commercial Officer Faisal Rafique also complained that Pakistan CAA prevented normal operation of airline's inaugural flights to & from Manchester that caused loss of millions of rupees to the airline.

If I remember correctly, Shaheen Air was not allowed to carry passengers on its inaugural flight to Manchester from Islamabad operated with Airbus A330-200 in March last year.

Despite submission of documents more than a month ago by Shaheen Air to start flights from Multan to Muscat on April 24 Pakistan CAA stopped the departure of airline's inaugural flight on this route, according to statement of Mr. Rafique on DAWN News channel.

CAA warns Shaheen Air of closure over incomplete documents

KARACHI:
Civil Aviation Authority (CAA) of Pakistan has warned Shaheen Air International (SAI), the country’s largest private career, to complete their documents for license within 45 days or else their operations would be suspended.

A CAA release on Monday said the documents provided by the career for the issuance of Regular Public Transport (RPT) License were incomplete. The CAA further said the airline also violated rules by issuing tickets on a new route without approval. Further, the airline has been a defaulter for the past many months, the release said.

An official of the CAA said the airline was collecting charges, but instead of making payments, it was blaming the authority. The SAI in response to the notice issued by the CAA held an emergent press conference on the issue. Faisal Rafique, chief commercial officer (CCO), SAI, blamed the aviation authority for the airline’s financial crisis and delay in the issuance of license.

“The RTP License for four years was put on hold, while the airline was only given interim approval for 15-30 days,” Rafique said, and added the airline had been asked to fulfil documentations and requirements that were not even part of the procedure, but SAI had completed all requests in due time.

The CCO said the delay by the CAA was deliberate and could be gauged from the fact that SAI’s inaugural flight from Multan to Muscat, which was expected to depart on April 23, was barred from operation due to “undisclosed reasons”.

Rafique said the airline requested the aviation authority on April 5 for the new route, but it was put on hold without assigning any reason on the letter.

SAI COO said similar hurdles were created on other routes to Manchester and Kuala Lumpur. The airline was denied to operate the inaugural flight for Manchester on the grounds of “not performing the proving flight”. (A proving flight is when an airline receives a new aircraft that is not on its certificate and it has to demonstrate its capability in terms of operating the new addition).

SAI maintains that they are the only local airline to perform a proving flight for the authorities. “The CAA refused to operate the inaugural flight from Manchester,” he added.

The COO of SAI said that due to the harsh policies of the CAA, the airline had been facing a tough time for the last four years, as well as financial losses. He said the airline had paid all the dues in-time. “However, for the last three weeks, due to the CAA’s wrong attitude, the airline is facing cash flow problems,” he added.

A statement issued by the SAI also said the CAA put their aircrafts on hold for 15-30 days for inspections, not only hurting revenues, but creating additional expenses in the shape of parking charges and other fees. “Moreover, aircrafts are denied access to air bridges, while electricity supply is suspended to check-in counters at the airport,” the statement added.

The statement mentions that the airline does own dues to the CAA, but it is normal aviation practice around the globe. As per CAA Payment Plan and Letter, SAI’s payments are cleared up to date, while the current relaxation in payment plan was requested due to the suspension of Manchester and Kuala Lumpur operations, the statement added.

PCCA strongly refutes Shaheen Air Intl’s claim of heavy losses

Pakistan Civil Aviation Authority strongly refutes Shaheen Air International’s (SAI) claim of heavy losses incurred by the airline are due to delay in issuance of Regular Public Transport (RPT) license by PCAA. The charge made by Shaheen Air International relating to the Senior Management of Pakistan CAA is baseless and unfounded.

It is apprised that the National Aviation Policy 2015 and all the associated policies thereof have been issued by the Government of Pakistan and not Pakistan Civil Aviation Authority. Shaheen Air International has taken the liberty of blaming CAA Management while it has no valid grounds, as other Airline Operators in Pakistan are continuing to conduct smooth and progressive flight operations. Shaheen Air International has no valid grounds to blame CAA Management for its own wrongful conduct as an airline operator.

Pakistan CAA has provided a level playing field to all the stakeholders in the Aviation Industry, which is envisioned on the prevalence of free and open market based competition. Pakistan CAA’s regulatory intervention is only undertaken when considered mandatory by virtue of prevalent circumstances/indicators.

Shaheen Air International has conveniently put the blame on CAA for the responsibility that they have to the Pakistan travelling public for their proposed operations on the Multan – Muscat route. It is therefore clarified that Shaheen Air International did not submit its flight schedule request for the aforementioned sector as prescribed under applicable rules and regulations.

On the contrary, Shaheen Air International submitted its proposed flight schedule on the Multan – Muscat route days before the commencement of operations.

However, the request for the approval of the Multan – Muscat flight schedule was pending in light of SAI’s non-fulfilment of PCAA requirements.
It is further highlighted that airline operators are not authorized to sell airways bills/tickets to the passengers prior to obtaining approval from the concerned regulatory body.

This is a practice that has to be condemned as being detrimental to the interests of the traveling public.

Shaheen Air International has again resorted to the misconduct of non-payment of Pakistan CAA outstanding dues. Pakistan CAA, at this point in time, has no choice but to exercise its regulatory powers to collect its rightfully owed dues. It is stressed that Pakistan CAA does not believe in discrimination and will treat all defaulters in the same manner.

Addressing the alleged delays on the renewal of its Regular Public Transport License by Shaheen Air International, it is informed that the renewal of Shaheen Air International’s license is the prerogative of the Government of Pakistan and the matter has been pending the grant of security clearance by the concerned Security Agencies in the past. Nonetheless, Shaheen Air International’s Regular Public Transport License has always been renewed in accordance with the directives of the Government of Pakistan.

As for the present, Shaheen Air International has been granted a period of 45 days for the acquisition of a fresh Regular Public Transport License in accordance with the applicable laws and regulations. The responsibility for the fulfilment of all regulatory requirements rests with Shaheen Air International to ensure the continuity of their business operations.

CAA forcefully dispel all pressures that may lead to compromise of flight safety and passenger rights.

CAA will not permit any flight operation without a valid RPT License and Insurance at the risk and cost of flight safety and passenger safety.—PR

The Pakistan Civil Aviation Authority (PCAA) on Monday gave 45 days to Shaheen Air International (SAI) for the acquisition of a fresh license in accordance with the applicable laws and regulations.

“The responsibility for the fulfillment of all regulatory requirements rests with SAI to ensure the continuity of their business operations,” said Director Coordination and Media Management, Syed Amir Mehmood.

He said the SAI has requested for the Regular Public Transport (RPT) license submitted to PCAA without the proper documentation.

Mehmood said, “PCAA will not permit any flight operation without a valid RPT license and insurance at the risk and cost of flight safety and passenger safety. SAI did not submit its flight schedule request for the aforementioned sector as prescribed under applicable rules and regulations. On the contrary, Shaheen Air International submitted its proposed flight schedule on the Multan – Muscat route days before the commencement of operations.

Relations between Shaheen Air and Pakistan CAA have begun improving, according to City42 News channel.

Today's Shaheen Air flight NL-142 performed by Airbus A319 registration AP-BNK from Karachi was allowed to use jet bridge at Lahore Airport.

Passengers of Karachi-bound flight NL-143 were also allowed to board the same aircraft through jet bridge.

Earlier, Shaheen Air domestic flights were stopped by CAA from using jet bridge facility due to non-payment of dues by the airline.

CAA rebuffs Shaheen Air’s statement

KARACHI:
The Civil Aviation Authority (CAA) on Tuesday rebuffed the claim of Shaheen Air International (SAI) regarding court decision on issuance of licence, a statement said.

“The airline has presented distorted facts of the court order,” a CAA spokesman said, adding that the Sindh High Court (SHC) has not given any judgment regarding Regular Public Transport (RPT) licence.

A day ago, the SAI had claimed that the SHC had ruled in favour of the airline against the CAA on the issue of the authority demand that the airline should submit documents afresh within 45 days for obtaining the licence.

Instead, the CAA spokesman said the court has directed the airline to pay all the outstanding dues to the authority on time. “The court allowed the airline to continue operations till next hearing on May 8 with the direction to pay outstanding payments,” the spokesman added. The CAA had already allowed the SAI to continue its operations. The spokesman said that the SAI statement is baseless and beyond the fact.

* But a new dispute has emerged between CAA and Shaheen Air over approval of departure day/time for airline's new flight NL-678 from Multan to Muscat.

* The regulatory body has allowed the airline to operate flight NL-678 from Multan to Muscat after 12:00 AM on May 8.

* The departure time given for the flight in permission granted by CAA to Shaheen Air is in Pakistan Standard Time. The time for flight operation should be in UTC under international standard, according to the airline.

* The airline had sought permission from CAA to operate this flight on May 7.

* The airline had made arrangements and coordinated with foreign authorities to operate flight on May 7.

* It will be difficult for Shaheen Air to operate this flight after 12:00 AM on May 8

* The change in flight operation day/time will cause loss of millions of rupees to Shaheen Air.

BTW, apparently under original plan flight NL-678 was scheduled to depart from Multan at 2:00 AM on May 8 for Muscat.
