Name of PIA CEO Put on ECL

According to Geo News, name of PIA CEO Bernd Hildenbrand has been placed in Exit Control List (ECL) that prevents him from leaving Pakistan.

Federal Investigation Agency (FIA) is investigating cases involving PIA during his service with the airline including wet lease of SriLankan Airlines Airbus A330-300 (4R-ALN) for PIA Premier service and the issue of PIA Airbus A310-300 (AP-BEQ) sent to Malta where it was used in shooting of a movie about Operation Entebbe and later the A310 was flown to Leipzig Halle Airport, Germany, where it is parked. PIA suffered loss of millions of dollars in these cases, according to news sources.

The name will remain in ECL till the completion of investigation by FIA.

Order dated March 14, 2017, issued at 8:55 PM by Deputy Director FIA (admin) Khawaja Hammad-ur-Rehman telling officials to stop PIA CEO Bernd Hildenbrand from leaving Pakistan and advise him to contact the Ministry of Interior.

With this action, No foreigner will ever want to become any kind of employee of PIA. Bernd Hildenbrand being made into sacrificial lamb.

What kind of official memo is this, no letter head, no case/file/letter no, no signature, seems to be a hoax. Nonetheless as pointed out above, will have drastically negative consequences for any professional joining any govt entity in future.

During interaction with news media today, Interior Minister Chaudhry Nisar Ali Khan confirmed inclusion of PIA CEO name in ECL. The name was added in ECL some three-four days ago.

FIA comes under Ministry of Interior.

The minister told media that since past four months FIA is investigating some cases involving PIA.

He gave an example that PIA acquired an aircraft on wet lease rate of more than 8000 US dollars per hour. A privately-owned Pakistani airline is operating an aircraft of similar type with lease rate of around 4000 US dollars per hour, he said.

He said that majority of PIA employees are honest and hardworking. Unfortunately a small group of influential people are sucking PIA blood like leeches. Action is needed to be taken against such corrupt people.

He said that few days ago he also discussed PIA with Adviser to the Prime Minister on Aviation Sardar Mehtab Ahmed Khan Abbasi.

A meeting is being planned to discuss PIA issues with the Prime Minister in coming days, he added.

Maybe FIA investigation compared wet lease rate of newer SriLankan Airlines Airbus A330-300 with modern cabin seats/fittings for PIA Premier service with older Airbus A330-300/200 dry leased by Shaheen Air?

Or investigation stressing that PIA should have acquired the aircraft on dry lease to save money?

In a new bids invitation, Turkish Airlines offered wet leased Airbus A330-300 at rate of 6000 US Dollars per hour compared to wet leased Airbus A330-300 offered at rate of 8100 US Dollars per hour by SriLankan Airlines and that significant difference in lease rates ended wet lease term of the SriLankan A330.

Apparently before the new bids invitation, PIA also tried to negotiate with Sri Lankans Airlines to bring down lease rate before taking delivery of two more SriLankan Airlines A330-300 aircraft on wet lease for PIA Premier service. Seems those talks were unsuccessful and PIA did not take delivery of the remaining two A330s from SriLankan Airlines. There also were reports about PIA planning to convert wet leased SriLankan A330 aircraft into dry leased aircraft.

Hildenbrand, who had been tasked with stemming losses at PIA so the government can privatise the carrier, said there appears to be some confusion within the ministry about how airplane leases work.

“My conscience is clear. I haven't done anything wrong. There is no question of any corruption on my part,” Hildenbrand told Reuters.

Hildenbrand said airplane lease prices have come down since the deal was struck with a Sri Lankan airline last year and pointed out “all major transactions were made with the approval of the Board of Directors” and according to the rules.

“Whatever I did was to the best of my ability and in the best interest of PIA,” he added.

A PIA official, who requested anonymity, said investigations would end with giving a clean chit to the CEO.

“PIA paid comparatively higher rates for the plane from Sri Lankan Airlines because it had acquired the plane on wet lease with pilots, engineers and other cabin crew staff, while other airlines had acquired the plane on dry lease without any staff,” he said.

It appears those investigating dont even know the ABC of aircraft leasing and how it works? I wouldn't be surprised to hear someone with no aviation know-how might be investigating this, as has always been a trend in Pakistan. wrong people in wrong place investigating things they are not capable of even understanding at basic level.

Former PIA Director Customer Services Tabassum A. Qadir in programme 'Dunya Kamran Khan Ke Sath' aired on March 17 said that aircraft like Airbus A330-300 wet leased by PIA are available in the market for 6000 or maximum 6500 US dollars per hour. Acquisition of the aircraft for 8000 US dollars per hour by PIA was expensive, she said.

FIA likely to summon PIA CEO

The highly-paid chief executive officer of the Pakistan International Airlines is likely to appear before the Federal Investigation Agency in connection with mega corruption probe, well-placed sources in the agency said on Monday.

“We have got approval from FIA Director General to summon the senior officers including CEO in a corruption case,” said a senior FIA officer on condition of anonymity.

It merits mentioning here that authorities last week put the name of Bernd Hildenbrand on the Exit Control List (ECL), barring the German national from leaving the country. The federal investigators are probing into a case wherein PIA top officials leased an aircraft from Sri Lankan airline on almost double rates than a private airline of the country. PIA leased an aircraft A330 from Sri Lankan airline at US$, 8500 per hour whereas the same type of aircraft was got on lease by a private airline on US$, 4500 per hour.

Last week FIA Punjab had sought permission from its headquarters to interrogate some senior PIA officers allegedly involved in corruption. In response to that, the DG FIA granted permission.

The FIA is probing the wet lease of an aircraft A330 on exorbitant rates. The above said inquiry was started on special directions of Interior Minister Ch Nisar Ali Khan. Three senior officers including Director Flight Operations, Director Engineering and Chief Financial Officers would also be among those being summoned by FIA for questioning.

Sources in FIA further revealed that FIA team demanded correspondence of these officers made with the Sri Lankan authorities regarding lease issue through emails. But they have deleted their email record from server and no text was available to read though contact record was there. A three-member team of FIA investigators also visited Karachi to probe alleged corruption in PIA leased aircraft but as per FIA investigators, PIA officers did not cooperate with them and provided only partial record in question.

On the other hand, PIA spokesman Danyal Gillani said that airline management was fully cooperating with FIA investigation team regarding provision of record. However to a question about the role of CEO in the case, he refused to comment.

A-330 aircraft from Sri Lankan Airlines leased at high rate is shocking, said an FIA investigator, and added, Sri Lankan Airlines wanted to downsize its fleet because the accumulated losses had reached $993 million, while PIA losses have risen to over Rs 300 billion by the 3rd quarter of 2016 as per briefing given to the Senate Committee with over Rs 5 billion losses every month. It has become a controversial practice in PIA that they lease aircraft of the same type at 60 to 100 per cent higher rates than that leased by other private airlines of Pakistan.

If PIA had ascertained reasons why Sri Lankan Airlines was desperate to lease A330 aircraft to a customer, they would have found out that huge losses forced them to do so.

Is it the job of the CEO to approve lease agreements??

Why does PIA lose money at a deal and then cry later, now not work out a good deal before the losses occur.

The lease rate of a 1997 built A320 that Shaheen leases cannot be the same as a lease rate of a 2007 A320 that PIA leases.

Did PIA not lease the Sri Lankan A330 through a tender???

Its time to create a new PIA, and transfer the fleet and some debt to the new airline, while other company takes over the debt and the hotels which should be sold to pay off liabilities.

The new airline should be free of the extra debt and extra employees and then it should be handed over to a private company, like Turkish.
