So the board of director clowns dont want the airline to really grow. Tender after tender and no aircraft added in the fleet.

^ The BoD has decided to dry lease wide-body aircraft with AVOD seats instead of expensive wet leased aircraft with such seats.
So, it seems PIA Premier service will remain unavailable for significant period of time till the delivery of dry leased aircraft or till PIA's own Boeing 777s start getting new seats, IFE etc.
