Expression of Interest
1. Pakistan Civil Aviation Authority (CAA) is responsible for the safe, efficient and economic civil air transport service in Pakistan, including development control, management, operation and maintenance of airports being mindful of their obligations. CAA intends to enhance the quality of services at all airports including their management and operation by adopting international best practices.
2. CAA invites Expression of Interest (EoI) from well-reputed, international and expert transnational consultant companies having requisite knowledge and experience to:
a. Conduct feasibility study for airport commercial exploitation retail and concession agreement.
b. Develop model tender management process.
c. Develop model of technical evaluation criteria of the prospective licences/concessionaries.
d. Conduct commercial evaluation of possible areas where commercial exploitation will be financially advantageous to Pakistan CAA.
e. Develop model concession and master-retailer agreements for outsourcing process.
f. Facilitate Pakistan CAA in negotiation of agreements with prospective licencees/concessionaries.
g. Process business models and strategies that will generate maximum revenue through non-aeronautical sources.
