It will be operated with 777-200ER AP-BHX.

Multiple Factors behind change in routing as PK 789 and 797 both are operated VIA KHI from last few weeks.
1: Runway of Lahore is resurfacing so planes cannot take off in full payload.
2: You are right about Shaheen Factor and load. (Interesting to see the load in Lhe-Man pk709) flight.
But!!!!!
Flight radar still suggests that PK797 will travel to KHI and then onwards YYZ . APBGZ (77L) is also based in KHI for this flight from KHI -YYZ PK797.

What is the load on PK 709? Is it very low due to Shaheen's presence?

Yes there is definitely a huge difference of fuel but rescheduling PK 797 today is a clear evidence of the fact that Manchester and Toronto passengers were comibined on the same flight because PK 709 of today was cancelled. PK797 is operated by Ap-Bhx. And what about return sector PK 798. Hope that will be directly flown from YYZ to LHE.
Shaheen definitly leave marks on PIA health but from Isb. Lhe Man flights always got healthy loads.
Today, Pk709 also flown by APbgj and Now doing PK 710.

PK 798 will be operated non-stop from Toronto to Lahore as scheduled.
