Today, Iraqi airways posted on their website an interest in having a GSA in Pakistan.
The airline has been somewhat on the rise in the past, excluding their banning from EU Airspace (and now offer limited scheduled wet leased services), although apparently steps are being made to resolve it according to the same website.

Granted, Al-naser airlines have stopped flying to Pakistan from what I gather, and iconair operations also appear shady at best.

Probably for the sale of tickets in Pakistan for passengers wanting to travel to Iraq from gulf countries served by Iraqi Airways.
Air India advertisements also appear often after a gap of few years in Pakistani newspapers for the appointment of GSA in Pakistan.

Iconair was planning to operate charter (I think) services out of Pakistan, but aside from a "goodwill flight" I don't think they carried any significant number of passengers

Iraq's Al-Naser Airlines operated flights between Lahore and Najaf with Boeing 737-400 in December 2014.
