According to news sources, Pakistan Civil Aviation Authority (CAA) has taken notice of incidents in which baggage pieces of passengers were left behind at flights' point of origin by aircraft of Pakistani airlines including PIA.
CAA has given one week's deadline to the airlines to improve their performance and after that fine will be imposed on them by the Pakistani aviation regulatory body.

BTW, somewhere I read that in some cases airlines intentionally leave some baggage/cargo pieces behind to keep aircraft weight balanced within limit for flight safety.

Well I don't know about other aircrafts but A-320's have small baggage compartments and because of that alot of baggage is being left back where a flight is being operated by A-320. But the baggage is being sent by the very next flight.

I flew on MUX-DXB-JED route with FlyDibai and my luggage was left at Dubai airport as it wasn't transferred on Jed flight from Mux flight to Dubai.
