Information given by Pakistan Civil Aviation Authority (CAA) in today's (January 1) newspaper:
Helpline Facility
CAA introduces free of charge helpline facility for Senior Citizens, Special and Unwell Passengers at major airports namely Karachi, Lahore & Islamabad
Contact number of CAA for assistance are as below:
Jinnah International Air Port (JIAP) - Karachi - 021-99072224
Allama Iqbal International Air Port (AIIAP) - Lahore - 042-990312224
Benazir Bhutto International Air Port (BBIAP) - Islamabad - 051-9031224
Following information will be required from the caller who seeks assistance:
1. Name of the passenger.
2. Airline flight number.
3. Airliner passenger name record (PNR).
4. Contact number.
As an initial measure, the facility will be extended from three destinations. In the second phase such facility will be introduced at the remaining airports. The facility will be provided from drop lane of the departure airport to drop lane of the intended destination on domestic routes while on international flights the facility will be provided from drop lane to departing aircraft. These facilities are in addition to the responsibilities of airlines towards its customers.

I think it's a very good initiative by CAA.
I have witnessed passengers of departing PIA flights made to wait for airline's wheelchair assistance due to shortage or absence of wheelchair attendants at Lahore Airport.
Now passengers have the option of getting this assistance from CAA.

This is a really good service, but why would they need your booking reference number (PNR) for your tickets exactly?
