^ Isn't this bidding invitation for new contract due to existing contract nearing its expiry date?
Or is duty free shopping not available on PIA international flights these days?

As of my knowledge, on my PIA flights this year (770,785,787,788) all of them had no duty free. I also approached many FA's to inquire why there was no duty free service, and they all said they no longer have duty free on PIA flights. Took me by surprise, as I was hoping to buy a gift for a friend but was forced to buy at LHR. I thought perhaps it's a cost cutting measure maybe PIA duty free isn't very popular.

PIA Tenders Inflight Duty Free Contract

Pakistan International Airlines tenders inflight duty free contract.
Pakistan - 7th December 2015: Pakistan International Airlines (PIA) is inviting bids for the inflight duty free concession on its international flights.
The airline said it was currently refreshing its resources and modernising its fleet and services, and was seeking an innovative and highly experienced operator.
The contract is for five years and may be extended if mutually agreed.
PIA said interested parties would be required to invest a minimum capital amount equivalent to US$1 million. This would include but not be limited to the procurement of iCarts, touch & press computers, promotional material, and investment in stock.
The airline said it wanted a partner that would provide onboard convenience shopping to passengers “as par with other reputable airlines of the world”.
Applications must be received by 10.30am on 21 December.
