According to a news channel, a privately-owned/run company (probably Shell) has not been able to arrange/maintain jet fuel supply at Quetta Airport.
Airliners flying to Quetta Airport have been advised to carry jet fuel for return flight.

Shell identified as the company unable to provide required jet fuel at Quetta Airport at the moment.
Refueling of post-Hajj flights aircraft given as the reason for fuel shortage. Aircraft performing post-Hajj flights advised to land in Quetta with fuel for return flight.
Twenty thousand litres of jet fuel will be available per airliner performing flight on other route.

According to PTV News, jet fuel supply was affected at Quetta Airport on Youm-e-Ashur.
A limit of twenty thousand litres of jet fuel was imposed for aircraft getting refueled at Quetta Airport due to fuel shortage at the airport.
PIA spokesperson says its flights operations were not affected and airline's aircraft flying to Quetta carried fuel for return flight.
The supply will return to normalcy by tonight at Quetta Airport.
Probably jet fuel tankers were not able to reach Quetta Airport due to security measures related to Youm-e-Ashur?
