I heard a few years ago that Pakistani passport holders were no longer being given visas to Kuwait? Has that changed or was that ever the case or perhaps just a rumour?

It was true and might still be applicable.

All type of visas for Pakistanis are banned by the Kuwait Govt since 2011.

Any restrictions on Pakistani transit passengers at Kuwait Airport?

As per the advertisement there will be no restriction for transit passengers. The transit passengers are directly forward to the waiting lounge of the next flight and they don't need to pass by the immigration counters.

All type of visas for Pakistanis are banned by the Kuwait Govt since 2011.

Visas for Pakistanis have been handled on case by case basis since the ban implemented; my cousin got family visa for his wife during 2013 after getting NOC from concerned Minister.

Also, MOH hired 150+ specialized Doctors from Pakistan during the ban imposed period. btw, visit visas are extremely rare to get NOC.
