According to latest reports, PALPA has said that its member pilots will not appear before medical examination board.

Around twenty-one PALPA member pilots of PIA who reported sick were asked to appear before a medical board formed by CAA. These pilots were divided into three groups and were asked to appear before medical board on October 8, 12 & 19 respectively.

The dispute between PALPA and PIA is raising its head again, according to reports.

Agreement not signed between PALPA & PIA/CAA so far and there's possibility of PALPA member pilots of PIA resuming their protest, according to a news channel.

Thanks Abbas for a regular update on this. You'll be surprised we ourselves being pilots at PIA are getting no info on this, neither from PIA management nor from PALPA. Sad state of affairs!

According to Express News channel, PALPA has given PIA management one-week deadline to implement working agreement.

According to Aviation Division spokesperson statement on PTV News:

* At Senate Standing Committee on Cabinet Secretariat meeting, PALPA had agreed to withdraw email that it sent to an international federation/assocation of pilots.
* PALPA had also agreed to issue an apology for sending that email.
* The email sent by PALPA to international federation/association of pilots contained insulting/derogatory words/remarks against Pakistan CAA.
* PALPA has not signed draft/proposed agreement to resolve dispute.
* PALPA is making baseless allegations instead of fulfilling promise/commitment that it made at Senate Standing Committee on Cabinet Secretariat meeting.
* PALPA allegations are deplorable.
* PALPA should show maturity and responsibility.

So as per these news, PALPA agreed to withdraw the email, apologize etc etc....yet they still need to show some maturity and responsibility.....looks quite weird to me!

I think Aviation Division/CAA wants PALPA to issue a proper apology in black and white that can be kept in regulatory body's records.

PALPA Refuses to Apologise for IFALPA Letter

KARACHI:
Pakistan Air Line Pilots' Association (PALPA) President Aamir Hashmi said on Monday that he would not apologise for writing a letter to the International Federation of Air Line Pilots’ Associations (IFALPA) regarding Civil Aviation Authority (CAA) injustice towards PIA pilots, however, he had withdrawn the letter. "We are associated with that international organisation and we can openly discuss our issues with them. We have only told IFALPA what we faced," he said. He said the senate standing committee had cleared PALPA of any objection and only CAA wanted them to apologise which they would not.

PIA, Aviation Division failed to honour commitments: PALPA

KARACHI:
The managements of Pakistan International Airlines (PIA) and Aviation Division have failed to honour their commitments made in the meeting of Senate Standing Committee to resolve the issue pertaining to Pakistan Airline Pilots Association (PALPA), said PALPA president on Wednesday.

The management of the airline was suppose to inform the senate committee the legal position of Director Flight Operations working on LPR within five days while it also had to clarify that whether pilots’ licenses have been suspended before on flying above prescribed flight duty time or not. President said high-ups of the airline have camouflaged the media as well the Senate Committee and deliberately have been giving the impression that management has sorted out all the issues and only PALPA is creating the hurdles.

President said the fact that PIA Chairman and the Advisor to Prime Minister on Aviation were both absent in the very critical meeting had shown the kind of commitment and respect for upper house and seriousness to resolve the issues. However it was on the record that PALPA had unconditionally withdrawn emails sent to IFALPA, this action was appreciated by the committee as a will to resolve the issue. However, the aviation division and management of the airline have not been able to move further and despite commitment at a very high level did not implement any of the point agreed upon by Secretary Aviation on behalf of PIA.

It is evident from the minutes of the meeting that during the meeting the Secretary Aviation Division informed the Committee that PIA’s only demand was concerning the withdrawal of two emails to the International Federation of Airlines Pilot Association (IFALPA) in which a derogatory language was used against the CAA, which could have serious repercussions. He added that CAA is a regulating body and pilots cannot dictate terms to their regulator nor use any derogatory language. As such, the Secretary requested the Chairman of the Committee to direct PALPA for immediate withdrawal of emails with a written apology from PALPA.

Committee Chairman Senator Muhammad Talha Mehmood inquired from the President PALPA, Capt Amir Hashmi about the emails sent to the IFALPA. The President informed the Committee that the emails if containing inappropriate and derogatory language used by one of the pilots in the emails have already been withdrawn. He also explained the reasons, which led PALPA to write such emails to their international body.

He further said no such email would have been written if the rules of PCAA as well as ICAO were followed and may jeopardise the interest of the country. If aviation division is concerned about the repercussions due to the said email but does not consider it necessary to rectify the very basis of the issue in order to avoid those repercussions. President appreciated the positive role played by the Chairman PIAC who is eager to resolve the issue as soon as possible for the progress of the airline and to avoid its defamation. After exhaustive discussions, the committee made the following recommendations:

1) The Committee while appreciating the step taken by the PALPA in relation to the unconditional withdrawal of emails sent to the (IFALPA) and apology submitted by PALPA, the Committee asked the Ministry of Aviation, PIA and CAA that the apology letter should not be used for any other purpose and no victimisation be made.

2) As regards the suspension of licenses of two pilots, the Committee asked the PIA to furnish details of such cases wherein the violations of similar nature were made and any action taken thereof. Also the concerned authority should take decision in 15 days upon appeal submitted by the two pilots whose licenses have been suspended.

3) The PIA management! CAA should resolve the matter of issuance of show cause notice to Capt. Sohail Baluch within one week.

4) A report should be furnished on the legal status of appointment of Director Flight Operations (DFO) in accordance with the chapter 21 of the Personal Policies Manual (PPM) within five working days.

5) The Committee recommended that a working agreement on the agreed terms may be executed and signed by PIA and PALPA within five working days and furnish progress report to the Committee. For remaining issues, all stakeholders should sit together and resolve all issues amicably in next 15 days.

6) The Senate Committee will hold meeting after Muharram to check the progress on working agreement and other related matters.

According to DAWN News channel, talks held today between officials of Aviation Division and PALPA declared successful.

Special Assistant to the Prime Minister on Aviation Shujaat Azeem also took part in talks.

Announcement expected in coming hours and implementation of agreement in next few days.

Govt has assured to resolve issues, claims PALPA

Pakistan Airline Pilots Association (PALPA) Thursday claimed that special assistant to the Prime Minister on Aviation Division, Shujaat Azim, has held out categorical assurance to address genuine grievances of the pilots.

Addressing a joint press conference with PALPA President Captain Amir Hashmi after his meeting with Shujaat Azim, spokesperson of Civil Aviation Division Sher Ali Khan said that the crucial meeting has resulted into a breakthrough as a positive way forward has been found out.
He said the PALPA has been held out an assurance that their genuine demands will be looked into and resolved. “The talks held in a cordial atmosphere have bridged the trust deficit. He said it has been assured that no injustice with any pilot would be allowed to take place. He termed pilots as a national asset.

PALPA President Captain Amir Hashmi conceded that the go-slow strategy adopted by the association caused a loss to the national exchequer and inconvenience to the passengers besides damaging the image of the national flag-carrier.

He praised the aviation division and the PIA top management for the positive role played by them, but without naming anybody he said certain elements do not want this cordial relationship to continue for their vested interest.

He said since assumption of the office by Shujaat Azim, the number of aircraft has doubled. He said the number of pilots remained around 400 with a workload that should be shared by 600 pilots. He said being a professional body, the PALPA has set certain parameters to prevent health hazards for pilots owing to overwork.

“Pilots had been giving concession to the PIA and will keep doing so in future,” the PALPA President said.

About the suspension of licenses of two pilots for one and two years respectively, he said they have been assured there would be no victimization of pilots.

Captain Hashmi said the PALPA has proposed to the government to increase the retirement age of pilots from 60 to 65 years on regular basis. He said PIA was perhaps the only airline of the world where retirement age had been fixed at 60, otherwise, it was 65 years in most of the international airlines.

He said the trained pilots are employed by other airlines after retirement from PIA which means a national loss. He said there should be an across the board mechanism for it, without any room for pick and choose.

About the proposed privatization of PIA, the PALPA President said the association had reservations about it.

PIA, PALPA agree to resolve issues

Pakistan International Airlines (PIA) and Pakistan Airlines' Pilot Association (PALPA) Thursday agreed to resolve all the outstanding issue through talks in order to avoid any further inconvenience to passengers, and loss to national kitty. Addressing a joint press conference, Sher Ali Khan, the spokesperson for Aviation Division and president Palpa Captain Amir Hashmi, after a meeting with advisor to prime minister on aviation Shujat Azeem announced that the management has assured Palpa of accepting its genuine demands.

"It is a breakthrough that both parties came on the table and developed cordial relation, which would help in resolving all the outstanding issues," said Khan, adding that aviation division has assured early resolution of all the outstanding issues. Hashmi announced that Palpa was withdrawing an obnoxious e-mail sent to the International Federation of Airline Pilots' Associations (IFALPA). Through a letter, Palpa has expressed its regrets if anybody's sentiments have been hurt.

Replying to a question about the suspension of licenses of two PIA pilots, he said that aviation division has assured that no injustice would be done to anybody. The government has played a positive role in settling the issue and assured that all of their demands would be accepted, he added. He further said that currently PIA has 400 pilots against the required 600, however PALPA is ready to give concession to the government, but a working agreement needs to be followed. However, he opposed the proposed privatisation of PIA. Replying to another question about a demand to remove director flight operation (DFO), Hashmi said that they have no grudges against anybody including him.

Pilots, government move to end standoff

The Aviation Division and the Pakistan Air Line Pilots’ Association (Palpa) have reached a total understanding to resolve differences which have persisted for more than a week, a spokesman for the government and the head of the pilots’ body announced on Thursday.

According to Aviation Division spokesman Sher Ali and Palpa President Capt Amir Hashmi, the government and Palpa have resolved to address all the issues pertaining to the service matters of PIA pilots.

‘’We have assured Palpa that all of their problems will be resolved as early as possible,” the Aviation Division spokesperson said in his opening remarks. “All issues raised by Palpa will be discussed with the PIA chairman and will be amicably resolved,” he told reporters, assuring pilots that none of them would be ‘victimised’.

The Palpa president, meanwhile, said the pilots’ representative body has withdrawn an email against senior Civil Aviation Authority officials it sent to the International Federation of Air Line Pilots’ Association (IFALPA).

Palpa leaders lauded the role and contribution of Shujaat Azeem, the Special Assistant to Prime Minister on Aviation and Naseer Azeem, chairman of PIA. They also appreciated their role for the overall uplift and reconstruction of PIA with particular reference to adding new aircraft to the fleet

Capt Amir told a questioner that he and his colleagues were satisfied with the outcome of their negotiations with the government. However, Hashmi made it clear that Palpa has not so far signed an agreement with the Aviation Division and PIA.

He was of the view that the age of retirement for pilots should be increased to 65 years from the existing 60 years. The spokesman could not offer a proper reply when he was asked by a journalist as to when the outstanding dues of the pilots would be cleared. ‘’ All such problems are under discussion in the PIA head office in Karachi and it would be made public once those issues are resolved,” he remarked.

To another question, Palpa president categorically opposed any attempt to privatise PIA.

Capt Amir also stressed that Palpa is an ‘association of professionals, not a union’ and as such, its protest should not be seen as a strike. “We shouldn’t be seen as blackmailers. It is our right to fight for better service conditions for pilots,” he said.

The Palpa president also disclosed that a few elements with vested interests were hindering an agreement between his body, the Aviation Division and PIA. He refused to name those elements but said they have been defeated by his colleagues.
