Pakistan International Airlines (PIA), the national flag carrier, invites Expression of Interest (EoI) from qualified & experienced consultant firms holding international repute and global standing in aviation industry for the services of transformation of PIA Engineering & Maintenance department to a separate Strategic Business Unit (SBU) as Maintenance, Repair & Overhaul (MRO) facility.
Method of selection: Quality and Cost Based Selection will be used.
Scope of the Project:
1. Prepare and propose project plan for the transformation of PIA airline Maintenance & Engineering setup into an SBU under the umbrella of PIA.
2. Identify the broader interface between the two entities (the airline and the PIA Engineering SBU) and define their working relationship.
3. Prepare and propose changes to the organogram, with regards to Engineering and Maintenance SBU and the airline.
4. Prepare and submit Service Level Agreement (SLA) document.
5. Define service levels for performance of the SBU, to be implemented as Key Performance Indicator (KPI) and included in the SLA document.
6. Prepare and submit Contract Administration Manual (CAM) in view of SLA and KPIs.
7. Define milestones for all phases of the project with corresponding timeline for implementation.
8. Define performance matrix for future monitoring of SBU Performance.
