In today's (May 15) newspaper.

Tender for Procurement of Chopper/Helicopter (Mi-17 / Mi-171 or Equivalent) for Government of Balochistan

Government of Balochistan (balochistan.gov.pk) invites tenders through international competitive bidding under Balochistan Public Procurement Rules, 2014, to purchase a brand new (with latest up gradation) Mi-17 / Mi-171E or equivalent helicopter for general duties from current production directly from Original Equipment Manufacturer (OEM). OEM certification is mandatory and has to be attached with the technical offer. Helicopter should be capable of adoption to different configurations at the shortest possible notice and should be able to safely operate in all weather, terrain and high altitude environments and fit for civil use.

The helicopter be offered preferably with manufacturer's guarantees / warranties as applicable worldwide and assurance of comprehensive maintenance / inspections support for the next ten years of utilisation / operation 400 to 600 hours flying per year.

Delivery is to be made at Quetta Airport by the seller at its own risk and cost.

Training for the flight and technical crew will be provided by the supplier / firm.

Mi-171E can operate in all weathers and difficult navigation conditions. The helicopter can operate across localities from steppe to foothills to mountains, and can withstand temperatures from plus to minus 50. The Mi-171E is fitted with a Safir 5K/G Mi auxiliary power plant and VK-2500-03 engines that support operations at high altitude and turbulent air conditions.

Tender notice in today's (June 19) newspaper for procurement of a helicopter for the Government of Balochistan.

Government of Balochistan invites tenders through international competitive bidding under Balochistan public procurement rules - 2014 from suppliers and contractors, preferably Original Equipment Manufacturer (OEM) / licencees of original manufacturers only or their authorised representation for the supply of a brand new executive/utilitiy twin engine turbine helicopter which can be employed for medical evacuation.

* Helicopter should be capable of adoption to different configurations at the shortest possible notice and should be able to safely operate in all-weather terrain and high altitude environments and fit for commercial use.

* Capable of carrying minimum 12 passengers or 4 lying casualties.

* 1000 kg internal load.

* Cruise speed of 120-150 knots.

* Range of 300 nm with integral fuel tanks.

* Capability to install external/internal fuel tanks to enhance the range.

* Service ceiling of 16000 feet to operate in all terrain/weather conditions.

* The helicopter must be certified to operate in a range of temperature from -40 Celsius to +50 Celsius.

* Full warranties of the aircraft as per OEM.

* After sales support of minimum 5 years/1500 flying hours.

* Training of pilots, engineers and technicians.

* Complete set of GSE/maintenance manuals to be provided on the site.

* Must be equipped with latest avionics/instruments for operations in all-weather conditions.

* Must be equipped with hoist/hoist boom for external load. Capable of carrying external load on sling.

International Tender Notice

The Government of Balochistan of the Islamic Republic of Pakistan through the Services and General Administration Department (S & GAD) invites sealed proposals from the Original Equipment Manufacturer (OEM) or their local agents for the supply, delivery and maintenance of a brand new twin-engine turbine helicopter required for the Governor of Balochistan for utility, transport, relief, Emergency Medical Services (EMS) from eligible bidders as detailed here under:

1 x Brand new twin-engine turbine helicopter.

Procurement shall be made under the Balochistan Public Procurement Rules 2014.

Eligibility of Bidders:

(a) The bidder shall have at least three helicopters in operation within Pakistan.

(b) Financial worthiness & integrity of adequate capacity or equivalent ranking.

(c) Registration with relevant taxation departments.

(d) Agreement with all the terms including delivery time.

(e) Recognition as commercial member of an association of business firms.

(f) Diplomatic recognition of the bidder by Pakistan.

(g) ISO, EASA, FAA certification of bidder's model.

Russian Helicopters sign first contract for civil products supply to Pakistan

Mi-171 civil helicopter is expected to be handed over to Pakistan in the first half of 2017

MOSCOW, January 16. /TASS/.
Russian Helicopters concluded a contract with the government of Pakistani Baluchistan Province for supply of Mi-171 civil helicopter, press service of the Russian holding said on Monday.

"The helicopter is expected to be handed over in the first half of 2017," the Russian company said.

This is the first contract with Pakistan for supply of civil products, Russian Helicopters said. Baluchistan authorities are expected to use Mi-171 multirole helicopter for passengers and cargo transportation, medical missions, patrolling and emergency response.

"Our win in the tender is a characteristic indication of Russian helicopters being the most suitable for operation in this region. We expect authorities of Pakistan will continue increasing supply volumes of the Russian equipment in future. Preconditions for that already exist," Deputy Chief Executive Officer of the Russian holding Alexander Scherbinin said.

Selection of Mi-17 type helicopter for operations in Baluchistan is conditioned by its high reliability and efficiency of application in a wide range of temperatures, opportunity of storage without hangar, and simplicity of maintenance and operation in regions with limited ground infrastructure, the Russian company said.

It will be Mi-171E helicopter for the Government of Balochistan.

good to ssee russian stuff coming in, too much reliance on americans is not good.
Buy from china, russia, europe etc is much better

Russian helicopter for Balochistan to arrive next week

A Russian-made helicopter purchased by the Balochistan government in January will be handed over to the provincial authorities next week.

The Balochistan government concluded a contract with Russian Helicopters for a Mi-171 civil helicopter.

Finance Secretary Akbar Hussain Durrani visited Moscow last month to finalise arrangements for delivery of the helicopter in Balochistan. The pilot and crew of the Mi-171 have already completed their training in Moscow.

The copter, which costs $15.2 million, would arrive in Lahore by June 21, and would be handed over to the Balochistan government later.

“The helicopter can be used for multiple purposes,” Mr Durrani told Dawn, adding that it would have 14 seats for VIPs and 26 for other passengers.

In case of a medical emergency, the copter could be used as an ambulance as it has the capacity to carry 14 stretchers if the seats are replaced.

The provincial government could also employ the aircraft for passenger and cargo transportation and emergency response for the army, Frontier Corps and interior ministry.

The Mi-171 is the civilian version of the Mi-17 military cargo helicopter, which is already in service with the Pakistan Army. The Mi-17 is widely used across the world due to its reliability and ability to operate in all climates.

MOSCOW, July 21. /TASS/. Russian Helicopters handed over Mi-171E non defense helicopter in a convertible option to representatives of Pakistan’s Baluchistan Province, the Russian holding said on Friday.

"I am confident the convertible Mi-171E handed over to the customer will perform decently when accomplishing any missions, whether in passenger and freight carriage or in medical, search and rescue operations," Chief Executive Officer of Russian Helicopters Andrei Boginsky said in a comment.

This is already the second Mi-171E helicopter delivered to Pakistan this year.

Russian Helicopters made the helicopter supply contract with the government of Baluchistan Province in December 2016. The helicopter was built in the convertible option. The helicopter cabin can be converted from a freight one to a VIP cabin with 13 seats and a flight attendant at customer’s option within the short period.

Mi-171E can carry up to 27 passengers and up to four tonnes of cargo inside the cabin or on the external suspension in its transport version. Three points for direct deployment provide quick landing of paratroopers and rescuers when the helicopter is hovering.
