Work on First of Five PIA Boeing 777s With New Economy and Business Class Seats With Upgraded IFE System Expected to be Completed by Next Year

According to Adviser to the Prime Minister on Aviation Sardar Mehtab Ahmed Khan Abbasi, detailed upgradation of five Boeing 777 aircraft has been planned. These five aircraft will have new economy and business class seats including upgradation of in-flight entertainment system and one aircraft will be ready by next year.

In PTV News programme 'Youth Voice' hosted by Maryam Zia, Adviser to the Prime Minister on Aviation Sardar Mehtab Ahmed Khan Abbasi informed that fifty-five million US dollars will be invested to upgrade five Boeing 777 aircraft in PIA fleet.

In PTV News programme 'Youth Voice' hosted by Maryam Zia, Chief Executive Officer (CEO) PIA Dr. Musharraf Rasool Cyan said that under a twelve-month programme five PIA Boeing 777 aircraft will be upgraded with new Business and Economy Class seats equipped with new In-flight Entertainment (IFE) system. The last of these five aircraft will get upgraded by the end of October 2018. PIA will operate these Boeing 777s for airline's destinations in Europe and North America.

Pakistan International Airlines (PIA) invites sealed bids from manufacturers or from their authorized distributors for procuring In-flight entertainment (IFE) and Wi-Fi connectivity for five Boeing 777 aircraft under cabin upgrade/refurbishment project.

Bids received will be opened on December 6, 2017.

Professional Qualification:

Seeing that the 777's will be getting new business class seats, what PIA can do here as a cost saving measure is to re-use the old business seats removed from the 777's and have them reupholstered in the new design seat covers and install them in those A320's which have a business class cabin. At present the A320's which have business class seats have the much older semi-recline seats which were ex-China Eastern. The older 777 business seats will be lie flat and greatly enhance the PIA A320 business class product and make longer flights such as to BKK much more comfortable.

^Wasnt PIA reverting back to all economy A320s ? plus I do not think that those would easily fit into the A320 without major modifications to them and the aircraft

Not necessarily. The current 777 business configuration is 2-3-2 so the 2 seat pairs by the windows can easily fit into the cabin of the A320 and they are quite narrow seats, its the outer shell that makes them appear large. They also have built in IFE screens and instead of tossing them out and/or disposing them off, they can be quite easily utilized again.

Selection of Maintenance, Repair & Overhaul (MRO) firms or their authorized agents for PIA Boeing 777 cabin upgrade program

A. Mandatory Requirement


1. FAA 145 approved for cabin refurbishment on Boeing 777 (EASA 145 approved organization will be considered additional)

2. Boeing 777 airplanes cabin refurbishment experience at least on five Boeing 777 airplanes.

3. Bidder must be approved from Pakistan Civil Aviation Authority (CAA) or agree to get approval from Pakistan CAA after program award.

B. Statement of Work

PIA wants to reconfigure its five Boeing 777-200 series airplanes, with statement of work is as follows:

Existing Configuration:

Business Class:
35 M/s Avio Interior model EVA/Persus 2-3-2 abreast configuration.
Economy Class: 275 and 294 M/s Recaro model 3410 and 318 series with 3-3-3 abreast configuration in 200LR and 200ER respectively.
In-flight Entertainment: M/s Panasonic (3000/3000i) from nose to tail.
Lavatories: M/s JAMCO ten lavatories in -200LR and twelve lavatories in -200ER

Proposed Configuration:

Business Class:
24 M/s Stelia model Solstys1 full lie bed, 1-2-1 abreast configuration.
Economy Class: Approx 315 M/s Zodiac model 5751, 3-4-3 abreast configuration.
In-flight Entertainment: IFE and connectivity will be replaced nose to tail from available state of the art IFE solutions in the market e.g. M/s Panasonic eX3 + GCS or M/s Zodiac RAVE Centric + RAVE broadband + RAVE Cellular, M/s Donica and M/s digEcor.
Lavatories: M/s JAMCO ten lavatories in -200LR and twelve lavatories -200ER, aesthetic look revamp.

PIA shall be responsible to supply components/modifications kits/BFE corresponding to the cabin configuration. Consumables and expendable (not supplied in the kits for the routine work shall be supplied by the MRO and shall be part of the commercial proposal.

Other items to be relocated or new installation like PSU panels, info signs, OEUs, raceway, carpet and installation of placards throughout the cabin.

Power and harmonics testing, around EMI test, flight test, TPED and aircraft weigh will be required. All tests should be part of a commercial proposal with an itemized cost of all tests.

For test flight PIA will request the MRO to provide the following for the flight test:
  • Catering/water
  • Toilet services
  • Engineering departure support
  • Any other support required as per statement of work.
MRO providing these flight test services shall provide a fixed price quote and should be part of a commercial proposal

C. Engineering and Administrative Support

The MRO shall provide the following items, if required by PIA, but not limited to:

1. The progress requires regular attendance trendiness meetings from point of contract award and expect full engagement from the MRO in the preparation.

2. PIA would like a program manager assigned to this project that we can liaise with.

3. Pre-modification meeting: one month on weekly basis in advance of each mod steps with the representatives from planning, engineering and materials to review readiness for the performance of the modification.

4. Daily meetings: each day while and aircraft is undergoing modification at the MRO facilities there shall be a meeting between PIA representatives and the MRO to carryout a technical review of the modification progress. The MRO shall submit at least the following deliverables: daily report which includes the status of the modification against significant modification milestones, updated list of open/closed tasks, status and any relevant issues that may potentially affect the schedule.

5. A modification summary report shall be provided at the end of the input containing all relevant information such as aircraft information, copy of the certificate of release to service, structural repair status, non-routine cards lists, components status, bill of work etc.

6. A post modification review is required after every input to ensure learnings are taken.

7. The MRO shall advise timely PIA inventory management of receipt of material; confirm they have received the correct PNs, quantities and PIA order number and report missing/damaged items.

8. Performance of all requirement associated with the work scope attached to this document including but not restricted to the following items, shall be included within fixed pricing and should be part of a commercial proposal:
  • Acceptance of aircraft and recording of loose equipment.
  • Pre-post ground checks and final ground runs.
  • Aircraft to wing into and out of the hangar.
  • Aircraft docking, jacking, removal of docking and de-jacking.
  • Re-installation of loose equipment in the aircraft.
  • Performance of pre-flight checks.
  • Propose master schedule based upon SOW.
  • Define critical path to mitigate technical and schedule risks.
9. The program is subject to a FAA Supplemental Type Certificate (STC) in coordination with integrator (JADE).

10. If subcontracting is required for defined or undefined statement of work MRO is fully responsible for subcontractor performance.

11. Packaging and returning of removed equipments e.g. seats, IFE LRUs, harnesses etc. to PIA base station (to be discussed on contracting stage).

Note 1: Expected modification date is October 2018 for first prototype airplane but final dates for modification will be finalized on contracting stage, incentive like flexible slots and ground tolerance will be given preferences.

Note 2: PIA requests participants to enclose two options for modification in commercial proposal as:

Option 1: All five airplanes modification at selected MRO.

Option 2: 1st airplane at selected MRO facility, supervision/CRS is required on 2nd airplane modification at PIA facility and assistance may be required for subsequent airplanes modification.

G. Right of Amendment

PIA reserves the right to modify RFP terms and conditions at any moment during the RFP process. Changes to the RFP terms and conditions will be duly communicated as long as they remain in process.
