PIA Invites Bids to Wet Lease up to Four Narrowbody Aircraft
In today's (July 12) newspaper:
Pakistan International Airlines (PIA) invites "sealed bids" from interested parties for the wet lease of narrow-body aircraft as below:
Aircraft Type: Narrow-body Aircraft (up to four)
Seating Configuration: 140 plus seats
Lease Term: Two months (extendable)
Delivery: September (subject to completion of regulatory formalities)
Year of Manufacture: 2000 and onwards
Bids will be opened on August 11, 2014.

Some of conditions of aircraft lease contract given in bidding document made available on PIA website.
1. Number of Aircraft
PIA is interested in leasing of four aircraft. However, PIA may opt to acquire additional aircraft (if required).
2. Lease Term
2 months extendable.
3. Guaranteed Hours
The Minimum Guaranteed Hours would be Two Hundred Seventy Five (275) BH per aircraft per month. Block Hours will be calculated from Aircraft “Block Off†at origin to Aircraft “Block On†at destination.
4. Rental
Lessor would be required to provide ACMI per Block Hour rate in US Dollars in accordance with the terms of this tender and as per schedule of prices.
5. Delivery Location / Positioning & Repositioning
The Lessor shall make the aircraft available to PIA at Karachi prior to the commencement of the above mentioned lease term. PIA shall pay only once the cost of positioning and repositioning of the aircraft to/from Karachi as per schedule of prices.
6. Payment Terms
a. Currency of Payment: throughout the term of contract, all the payments between the two parties shall be in US Dollars.
b. Invoice: Lessor shall send the weekly rental invoices based on the guaranteed Block hour at the start of each week.
c. Lease Rental: PIA shall pay the weekly guaranteed lease rental. The reconciliation for the actual block hours flown against payments made will be carried out at the end of the lease term or as agreed between the two parties. Payment due to either party as a result of re-conciliation will be paid within 30 working days. Lessor will be required to provide Bank guarantee against the advance lease payment.
d. Positioning / Repositioning Charges: Lessor shall send the invoice for positioning / repositioning charges. PIA will pay the positioning / re-positioning charges within seven days of the end of the Lease Term.
7. Out of Service Days
In case the aircraft is grounded or is out of service for technical reason, minimum guaranteed hours shall be reduced on pro-rata basis.
8. Schedule of operation
PIA shall provide the operating schedule to Lessor at a later stage. During the operation, the schedule may be changed with 48 hours notice to the Lessor.
9. Main Base of Operations
The main base of operation shall be Karachi / Lahore.
10. Delivery Location
The Lessor shall make the aircraft available to PIA at Karachi.
11. Delivery Condition
Lessor shall deliver the aircraft in a condition which is acceptable to PIA and PCAA.
12. Maintenance of Aircraft
Maintenance of the aircraft shall be the responsibility of the Lessor. However, PIA can provide its services in carrying out the maintenance subject to signing of a separate agreement between PIA and the Lessor.
13. Insurance
Hull and Third Party Liability Insurance of the aircraft shall be the responsibility of the Lessor.
14. Aircraft Registration
Throughout the Lease Period the Aircraft will be registered with the Lessor and shall remain on “operational specifications†of Lessee.
15. IOSA Requirement
Operator should be IOSA certified. Non-IOSA certified operators will have to successfully undergo an operational safety audit for organization pre-qualification by PIA inspectors. The scope of this audit shall be limited to applicable IOSA operational safety standards only.
16. Responsibilities of Lessor/Lessee
The bid should be based on the following considerations, which shall also be incorporated in the Lease Agreement.
PIA’s Obligations:
To support the performance of this Agreement, PIA shall provide and/or pay for the following services during its Operations:
i) Fuel
ii) Landing and parking
iii) In-flight catering and crew meals.
iv) Interior cleaning and toilet servicing.
v) Ground handling
vi) NOTAMS, Weather Briefing and assistance for filing of Flight Plan
vii) Navigation and noise charges excluding any penalty due to violation thereof.
viii) Over-flying and landing right costs.
ix) All other associated passenger costs and airport expenses including but not limited to catering, handling, parking, Airport tax, apron bus, check-in counter and similar costs.
x) Passenger, baggage, cargo and mail insurance for the Operations.
xi) Flight clearance, traffic rights and flight approvals.
xii) In case the Lessee requires the positioning of Lessor’s personnel outside Main Base for performance of operation, international and/or domestic Air transportation will be provided by the PIA on its flights.
In case Lessor’s personnel’s positioning is required outside Base due to operational requirements or due to any reason (not attributable to Lessor), PIA shall arrange and pay for Lessor’s personnel hotel accommodation and transportation similar to PIA’s own crew at respective station.
xiii) If PIA requires the female Cabin Crew of the Lessor to wear the PIA’s prescribed uniform, the PIA will provide the uniform free of cost.
xiv) PIA shall provide ramp transport for Lessor’s maintenance personnel similar to PIA’s own staff.
xv) The PIA shall provide necessary assistance in Pakistan for bringing and/or importing any spare parts temporarily in Lessor’s stock in order to meet any emergency requirement and/or maintenance of the aircraft at Lessor’s cost.
xvi) PIA shall provide aircraft security on the ramp similar to PIA aircraft at PIA’s bases in Pakistan during its operation.
xvii) The draft Agreement will be provided by Lessee to the successful bidder.
Lessor’s Obligations:
During the period of this Agreement, Lessor shall provide following at its own costs.
i) Aircraft
ii) Sufficient Sets of Crew. Each set should consist of Captain, First Officer and Cabin Crew (2 or minimum required by the authorities) together with sufficient Ground Engineers / personnel to cover requirement of operation smoothly and efficiently. However, Lessee may like to utilize its Cockpit Crew for the Operation after necessary training and endorsement / approval of licenses.
iii) All Lessor’s personnel accommodation at main Base of operation only, per diem and allowances at all stations.
iv) All fees pertaining to visas, work permit and/or PCAA licenses pertaining to Lessor’s personnel.
v) All maintenance on the aircraft including consumables like oil, lubricants etc.
vi) Sufficient sets of Galley equipment to meet Lessee’s operational requirements.
vii) The aircraft shall be maintained in serviceable and airworthy condition according to Lessor’s Civil Aviation Regulations, PCAA and all other concerned Regulatory Authorities.
viii) Hull and third party liability insurance.
ix) Sufficient quantity of spares for sustainable lease operation
x) Lessee will be responsible for all taxes in Pakistan arising from or relating to the payments to be made to the Lessor under the aircraft lease agreement saves for any such liability attributable to the default or negligence of the Lessor. Lessor shall be responsible for all other taxes, levies, duties and imposts.
xi) Provide and pay for the following:
1. Assign coordinator to be positioned at the location of the hub operation if necessary.
2. Difference course for Lessee personnel.
3. Responsible for preparation of Flight Plan, Load Sheet and for advice on dispatch performance limitation applicable in case of dispatch / operation under MEL / CDL and or special operations.
4. All certificates required for the continued Airworthiness of the aircraft shall be obtained by the Lessor.
5. The Lessor will arrange endorsement of Lessee’s cabin crew licenses by the state of registration of aircraft if required.

PIA Getting Seven Aircraft on Wet Lease
From news report on following link, it appears Corendon Airlines has agreed to provide four 180-seater Boeing 737-800s (aircraft registrations TC-TJO, TC-TJP, TC-TJJ & TC-TJI) and Air Via has agreed to provide three 159-seater Airbus A320-200s (aircraft registrations LZ-MDA, LZ-MDR & LZ-MDB) on wet lease to PIA.
Delivery of these seven aircraft to PIA is expected to start in November and PIA intends to wet lease them for six months.
These aircraft will also help PIA in restarting flights on airline's suspended routes.

Saw on two news channels that PIA has aquired two aircrafts on wet lease from a turkish airline. Most probably two B737-800s from correndon airlines.

Corendon Airlines Boeing 737-8S3 (TC-TJI) ferried from Antalya to Karachi as flight XC-1001 today.
TC-TJI landed at Karachi Airport at 8:37 AM.

Pia just keeps wet leasing planes for some months just get some on dry lease and base them on domestic and regional routes
Jumbo is just not a plane, it's a legacy !

Two Air Via Airbus A320-200 aircraft wet leased by PIA are expected to arrive in Pakistan from Bulgaria next week, according to statement given by Chairman PIA today.
Btw, Corendon Airlines Boeing 737-8S3 (TC-TJJ) on wet lease to PIA was seen departing from Lahore today.
