Purchase of Relief Flights Helicopter Approved by Sindh

Government of Sindh Province has approved purchase of a helicopter for emergency relief and humanitarian flights.

An eight member committee, including representatives from Civil Aviation Authority (CAA), has been formed for procurement of the helicopter.

This is just a facade. The hellocopter is used for VIP transport. There is MOI Emergency Relief Squadron dedicated for this purpose, though those helicopters too are mostly used for VIP transport.

International tender for purchase of helicopter

Government of Sindh intends to purchase a new helicopter to beef up the resources of Provincial Disaster Management Authority (PDMA) Sindh through international competitive bidding under Sindh Public Procurement Rules 2010.

Supply a new helicopter having at least following mentioned specifications:

Year of Manufacture: 2014/15
Seating Capacity: 15 or more excluding pilots
Minimum Range: 300 NM or more
Take off Weight: 6000 kg or more
Cruise Speed: 140 Knots or more
Hover on ground effect: Not less than 9000 ft.
Rate of climb at take off power: 1500 ft. / minute or more
Operating temperature range: 20 degrees Celsius to 50 degree Celsius plus

They are (supposedly) buying the helicopter for disater relief yet there is no mention in the tender about the requirments for such helicopter. e.g will the helicopter be equipped with rescue hoist, how many stretchers if any will it carry, will it have any search equipment e.g FLIR, search lights, emergency floats etc, will it have any emergency medical equipment onboard........
As with the previous one, this will be a vio helicopter purchased under the garb of disaster relief.

The relief efforts in Thar had been seen by the whole nation done by Sindh Govt. They pass the 18th amendment for this purpose because they know that in future they may have only provincial govt. So through 18th amendment they bring many dept under provincial govt which were before under federal govt to do the loot what they have done in previous tenure as federal govt.

Sindh to procure $15.95m helicopter for relief work

KARACHI: Sindh cabinet has decided to purchase a $15.95 million dollar helicopter from an Italian company for Provincial Disaster Management Authority (PDMA) to carrying out relief work.

This decision was taken in the cabinet meeting held with Sindh Chief Minister Syed Qaim Ali Shah in the chair at CM House.

The chairman procurement committee, Shazar Shamooon, through a presentation briefed the cabinet and said advertisement for procurement of a helicopter was published on the official websites of PDMA, SPPRA and in the national and international dailies. In response eight parties procured the bid documents and only one party, M/s Augusta Westland, SPA Italy responded to the advertisement.

He said the technical committee under Chief Pilot VIP Flights evaluated technical bid. The procurement committee after visiting the user of helicopter, Model AW 139 in Pakistan, held a meeting with the technical team of Agusta Westland.

The chief minister Sindh, Syed Qaim Ali Shah with the approval of the cabinet directed the procurement committee to award contract to procure the 12-seater Helicopter, AW 139 for $15.95 million.
