Air Marshal Rao Qamar Appointed as MD PIA

MARCH 24 - According to local news sources, Air Marshal (retd.) Rao Qamar Suleman has been appointed as Managing Director PIA. He replaces Capt. Nadeem Khan Yousafzai who has been appointed as Director General of Pakistan Civil Aviation Authority (CAA).
Qamar retired as Chief of Air Staff of Pakistan Air Force on March 18, 2012.

ISLAMABAD - Air Marshal (r) Rao Qamar Suleman has been appointed as the Pakistan International Airlines (PIA) managing director (MD) less than a week after he relinquished the charge of Pakistan Air Force chief, in a development that has negated his elevation to the Board of Directors (BoD) chairman of the state-run airline due to some reported legal hitches.
Rao has replaced Captain Nadeem Yousufzai who has been reappointed as Civil Aviation Authority (CAA) director general (DG). Yousufzai, who has replaced Air Marshal (r) Khalid Chaudhry, was the aviation body’s chief till he was placed as the PIA MD after protest by Pakistan Airlines Pilots Association (Palpa) led to the ouster of the then MD Ijaz Haroon last year.
Air Marshal (r) Chaudhry is on an official visit to China. He did not respond to repeated calls and text message dropped at his cell, while Yousufzai was also not available for his comments.
CAA General Manager Public Relations Pervaiz George, when approached, said he was unaware about any reported change in the CAA top hierarchy, while citing a long weekend as an excuse.
Sources in PIA confirmed to this newspaper having unofficially been communicated about Rao’s appointment.
The government was reportedly mulling over appointing Rao as PIA BoD chairman till the stay granted by Islamabad High Court (IHC) against the appointment of new secretary defence was vacated, in order to get Rao elevated as the secretary defence. However, as reported in this paper last Tuesday, the portfolio of BoD chairman by default rests with the defence minister and could only be assigned to any other if endorsed by the BoD.
The board’s meeting was not likely before next month while its endorsement for Rao’s appointment as chairman seemed difficult due to the unavailability of some of the members.
A BoD member requesting anonymity confirmed the chances of the b taking key organisational decisions in the next month’s expected meeting were very slim as four of its members had engagements abroad.
“The meeting is not likely to arrive at major decisions. Even the future of this particular meeting has landed in uncertainty due to the probable unavailability of some of its members,†he added.
Some days back, Defence Minister Chaudhry Ahmad Mukhtar had told The Nation that he would relinquish the charge as PIA BoD chairman, while appearing to impliedly hinting at the probable elevation of Rao.
However, Mukhtar had cited his extensive occupational engagements as an explanation.
Following these constraints, the Ministry of Defence, with the reported approval of Prime Minister Yousuf Raza Gilani, appointed Rao as the PIA MD.
Earlier, Yousufzai was likely to be replaced by a serving PAF commodore, who attaints the position of director at a PAF offshoot. He is reported to have been enjoying close association with Rao. Moreover, Rao has reportedly brought with him a large team of retired and serving PAF officers for deputation appointments and regular inductions in the airline that already faces fiscal losses calculated in billions. This has not boded well with the PIA personnel and the PIA Action Committee has voiced serious reservations over the development.
Reportedly, Yousufzai is not happy over his removal that came at a time when PIA was under immense criticism for operational lapses pertaining to flight safety. Although, the government gurus’ decision to replace Rao with Yousufzai was pre-planned, the suspension of PIA safety licence by European Aviation Safety Agency (EASA) proved as an excuse.
Amraiz Khan adds from Lahore: Talking about current financial status, an aviation expert said it would be a challenging job for the new MD since the accumulated losses of PIA from Sept 30, 2011 had hiked to Rs 111.543 billion. When the PPP government took over, the figures stood at Rs 42.416 billion, he added.

Unfortunately not and that is the problem. We appoint military guys to run an organization that is already troubled and needs it total operation and management revamped. PIA needs a man who first has to have industry background and also above all free hand in not getting influenced by any political clout.

Outgoing Managing Director PIA Capt. Nadeem Khan Yousafzai gave farewell address today (March 27).
Capt. Yousafzai said that Air Chief Marshal (retd.) Rao Qamar Suleman is expected to take over charge as Managing Director PIA on Thursday, March 29, 2012.

KARACHI - March 29, 2012: Air Chief Marshal (retd.) Rao Qamar Suleman took over as Managing Director PIA at the PIA Head Office here on Thursday 29 March 2012.
Addressing the Senior Officers at the Board Room, he emphasized on the PIA officials that he would be joining the family of PIA workforce and would be working as a team to take PIA to a position where it belongs.
At the outset, Rao Qamar said “I would like to mention and dispel the misgivings that I would be joining PIA with a team of 30-40 members which is not correct and would be working with the available Human Resource in PIA with a few changes as the time and work may warrantâ€ÂÂ.
Earlier, the outgoing MD PIA, Mr. Nadeem Yousufzai welcomed Air Chief Marshal (R) Rao Qamar Suleman. Appreciating the leadership qualities of ACM (R) Rao Qamar, Nadeem Yousufzai said that the new MD would be a better administrator and Praying for his success asked the PIA officials to wholeheartedly work under his able guidance.
The incoming Managing Director Praised and thanked the outgoing Managing Director, Nadeem Khan Yousufzai. Rao Qamar said that he would be taking up one of the biggest and most important Corporation –PIA in the country as a challenge and understands the difficulties and challenges facing the organization but working with PIA professionals we will certainly achieve the objectives.
Rao Qamar appreciated and thanked the PIA Officials for the warm welcome given by them on his arrival.
Air Chief Marshal (R) Rao Qamar Suleman, belongs to Okara, got his initial training from PAF Public School, Sargodha where he belonged to the 17th entry (851 – Sabre House). Thereafter, he joined Pakistan Air Force Academy, Risalpur in 1972 and was commissioned in Pakistan Air Force as a fighter pilot on 1 June 1975 in the 59th GD(P) Course. He commanded the PAF from 18th March 2009 till March 18, 2012.

The question friends should be does RAO Qamar has any experience running a "for profit" organization? He has spent all his life spending tax payers money, never bothering about savings, let alone earning profits, and by the way that holds good for all the previous folks who came with the same mission (when military people go on a mission their orders are to destroy the target) and failed miserably. The previous two MD's who were pilots did not only have no experience running a business they did not even have formal education to run such a global operation such as is required of an airline company.
What we need is a person who is a proven leader in rebuilding dying businesses, and there are plenty around in the world who could do that, if we paid their price. If we can hire cricket and hockey and other coaches from the international marketplace, why can't we do it for the failed airline and the railways and the steel mill? Only one answer comes to mind ........... The intent is not there. The intent is to listen to pressure groups, civil and Military alike, and rehabilitate the men in uniform at whatever cost there be. PIA like other SOE has been a rehabilitation centre for friends and family and the The men in uniform (or etired), it will continue to be so now and forever because there just is no hope.

Even if Rao Qamar has ability to lead PIA, his efforts alone cannot revive the airline.
An honest MD PIA will need a competent and efficient team & workforce from top management to lowest ranked employee of the airline to make things work in right direction.
Incompetent, inefficient, politically affiliated/appointed people should be fired. There should be no place for aimless employees appointed on political basis. News reports in recent years have claimed presence of nearly 5,000 extra employees in the airline. All such people should be fired.
Politically appointed employees having more interest in silly and stupid political activities at airline's workplaces should not be tolerated.
The airline needs slim, competent and highly motivated work force appointed on merit from top to bottom to make progress.
