PALPA Urges PIA To Withdraw Notices Under RSO

LAHORE, Sept 6:
The Pakistan Air Line Pilots’ Association (PALPA) has demanded the PIA management withdraw show-cause notices to some members of the flying crew as they have been issued under what the association alleged ‘the most-controversial’ Removal from Service (Special Powers) Ordinance (RSO), 2000.

In a letter to the PIA management, PALPA said that inquiries against the flying crew were usually carried out under routine aviation enquiry procedures, PPM Chapter – XV, which deals with the inquiries of technical nature involving aircraft and cockpit crew. It said the ordinance did not allow any chance of appeal to the one under notice and the services could be removed by the inquiry commission. “The ordinance is against basic rights of the citizens and should have been repealed by now, especially after the democratic government has started restoring the associations and labour unions”.

Members of the PALPA executive committee called for withdrawal of the notices under the RSO and asked for adopting regular inquiry procedures.

They warned that the association would withdraw ‘concessions and favours’ extended to the PIA management in respect of flight schedules if notices were not withdrawn.

A PALPA office-bearer said that those who had been active for getting flight safety standards aircraft safety standards improved and working agreement enforced were now facing charges and disciplinary action under the RSO.

PIA Decides To Take Action Against Six Pilots

SEPTEMBER 7, 2009
– According to Geo news channel, Pakistan International Airlines (PIA) has decided to take disciplinary action against six pilots for causing financial losses to the airline and inconvenience to passengers.

Pakistan Air Line Pilots’ Association (PALPA) has termed airline’s decision an act of vengeance against pilots.

PIA To Take Action Against Its 4 Pilots

KARACHI:
The PIA Management is determined for disciplinary and punitive action against such pilots who violated discipline and unauthorized absence from duty during the 'Go-Slow' causing unnecessary inconvenience to the traveling passengers and considerable financial losses to the airline, PIA spokesman said here on Monday.

He said pressure tactics by PALPA would not be allowed. Strict action would be taken for violating Corporation rules and regulations and not performing duties.

Discipline and authority has to be maintained for smooth and efficient functioning of the airline and in the best interest of the traveling public, efficiency and profitability of the national carrier.

PIA spokesman explained that `Flight Safety' and standards are never compromised by the airline and its operations have always been conducted within the ambit of the relevant rules and procedures laid down by the Civil Aviation Authority (CAA).

PIA is proud to state here that it is among few airlines to have achieved prestigious IOSA certification, (International safety Audit of ICAO), under the present management. He added.

Besides, it is the policy of the PIA that it does not censure any person without being heard and also provides employees the right and full opportunity to justify their position through proper inquiry and laid down Service Rules.

As far as the question of RSO 2000 is concerned, it shall be borne in mind that it is the de-facto and de-jure law to deal disciplinary cases in Pakistan. PIA being government organization is bound to comply with the government laws.

PIA Cockpit Crew members under enquiry were also given ample time to clarify their position. Now, disciplinary action has been initiated against Captain Murad Arbab, First Officers Salahuddin, Mohammad Sohail and Farrukh Wasim for refusal to operate flights on false, implausible reasons and unauthorized absence from duty during the April' 09 `Go Slow' by PALPA.

While, first Officer Adnan Andalib Siddiqui is being investigated for obtaining a family card issued in favor of his step-father and availing free and concessions on air tickets on International and Domestic routes and also availing Medical facilities of more thanRs.2.2 million whereas only real dependant parents are entitled for air tickets and medical facilities and in no case step parents.

Another, First Officer Zahid, Joint Secretary PALPA, is being investigated and has been served show cause notice for falsely claiming hotel stay and allowances without entitlement.

PIA spokesman said that PALPA is again threatening and trying to coerce the airline in an illegal and unlawful way by another `Go Slow' which is always disturbing for the traveling public and additionally cause substantial financial losses to the national flag carrier.

PIA management has once again suggested to PALPA to resolve their pay and privileges matter through arbitration as agreed upon in the memorandum of understanding and not indulge in any illegal trade union activities so that their image as a Pilots' association should not become questionable.

Action Against Pilots For Go-slow

KARACHI, Sept 7:
The Pakistan International Airlines has initiated disciplinary action against pilots and cockpit crew for participating in a go-slow observed by the Pakistan Air Line Pilots Association (PALPA).

The disciplinary action was initiated against Captain Murad Arbab, First Officers Salahuddin, Mohammad Sohail and Farrukh Wasim for refusal to operate flights on what it described as false, implausible reasons and unauthorised absence from duty during the go-slow in April this year.

A PIA spokesman said that First Officer Adnan Andalib Siddiqui was be ing investigated for obtaining a family card issued in favour of his stepfather and availing free tickets and concessions on international and domestic routes and also availing medical facilities of more than Rs2.2 million.

First Officer Zahid, joint secretary of PALPA, was being investigated and has been served a show-cause notice for allegedly claiming hotel stay and allowances without entitlement.

“Pressure tactics by PALPA will not be allowed. Strict action will be taken for violating corporation rules and regulations and not performing duty,” said the spokesman in a press release on Monday.

He said that PALPA was again trying to pressure the airline through another go-slow.

“The PIA management has once again suggested to PALPA to resolve their pay and privileges matter through arbitration, as agreed upon in the memorandum of understanding, and not indulge in any illegal trade union activities so that their image as a pilots’ association should not become questionable,” the spokesman said.

The pilots’ body has already suspended membership of the PIA’s managing director, Captain Aijaz Haroon.

Pakistan Air Line Pilots Association (PALPA) Vice President Capt. Sohail Baluch appeared in "Rana Mubashir at Prime Time" talk show on News One channel on September 8, 2009. Pakistan International Airlines (PIA) Managing Director Capt. Aijaz Haroon also joined the programme via live phone call. Show cause notices issued to pilots was among the issues that came under discussion.

PALPA has decided to withdraw all its commitments made with Management,may be in next couple of days there is going to be another go slow soon and this would be a major one.

Hi Bud,its very hard to keep my mouth shut for so long,let me tell you both Mgt & Palpa are hands and glove,Capt Sohail B knows what his pilots are doing but acting innocent,his members are misleading and sitting both sides,one of PIA Captain who is friend of both Mgt & Palpa and friend of Capt Khalid Hamza who will be contesting Palpa President for 2010, working in other Airline and getting paid from both Airlines and asured from Mgt and Capt Khalid Hamza that no one can harm him,So my friend its noway out,I am sitting in Islamabad and wondering after watching news one whom to trust.

PALPA Demands Withdrawal of Show-cause Notices

Pakistan Airline Pilots Association (PALPA) has demanded withdrawal of show cause notices issued under Removal from Services (Special Power) Ordinance 2000 of the military regime.

An official communiquÈ sent to the management from PALPA demanded that the inquiries against the flying crew should be undertaken under routine aviation enquiry procedures PPM Chapter-XV which deals with the inquiries of the technical nature involving the aircraft and cockpit crew.

In a statement, President PALPA Captain Imran Usman said that the management’s deceitful plans were finally exposed as it had announced the decision even when the inquiries had not been completed.

“This shows that instead of working for improvement in financial condition and viability of the airline the management is spending all its energies to fulfill personal vendetta against the pilots of the airline,” he added.

Captain Imran said how a law could be based on principle of justice when it was meant to facilitate terminations and was thus named “Removal from Service.” Applying such a law to inquiry exposed the management’s intentions.

He said that deceitfully enough during the day the management invited the pilots to discuss the working agreement etc while in the evening it issued mala fide statements blaming the flying community for airline’s current downfall and worst ever financial crisis.

He said that the inefficient, incompetent and confused management continuously lied on record; the latest statement was also a pack of lies as the accused flight crew had been issued notices on incidents, which were not even related to April 2009.

President PALPA said that the inconvenience caused to the passengers in April 2009 was due to inefficient planning of the Planning and Scheduling Department of the airline, he emphasized if PALPA withdrew favors and concessions granted to the management as a consequence of these vindictive proceedings the airline would face yet another episode of flight delays due to inability of the management to plan and design a roster according to its own rules and regulations.

President PALPA said that the management of PIA threatened a senior pilot to be sacked (despite being cleared in enquires held locally and internationally) from service under RSO 2000 and was forced to leave the service by resigning. Capt Ahsan Rehman was a captain of Boeing 777, which met severe weather and hailstorm in Milan, Italy, damaging right wing and the nose of the aircraft, managed to land successfully at Milan Airport with no injuries to the passengers.

He said senior and highly experienced pilots in PIA Captain Murad Arbab, First Officer Salahuddin Jamal, First Officer Farrukh Waseem, First Officer Muhammad Suhail and First Officer Adnan Siddiqi were being penalized for following the flight rules & procedures against the management’s desire and the draconian removal from service ordinance was being applied to get rid of them. Captain Murad had refused to take another flight from London to Karachi when he landed at Manchester Airport.

He said the next flight (London-Karachi) was falling in his official rest period and was therefore, a potential safety risk as his Flight Duty Time would have also exceeded the ANO prescribed limits of CAA Pakistan.

He said if PALPA withdrew the concessions and waivers the flight-scheduling department of the airline would come under immense pressure as already the flying human resource of the airline was being utilized at optimum levels being short of pilots as per international standards. PIA has approximately 500 pilots (including contract pilots) whereas as per its schedule it needs minimum 650 pilots to swiftly operate its flights around the world.

He said they were being pushed to resort to ‘go by book’ so that management could put all the blame of airline’s mal-management on the pilots hiding its own inefficiencies.

Capt Imran said that PIA management had itself admitted that it was due to pilots’ extra cooperation that it managed to save around 600 million rupees in a week which it did not when the pilots withdrew favours and concessions in April 2009.

Inefficient PIA administration added to passengers’ woes

LAHORE:
Passengers suffered due to inefficient planning by the national carrier’s Planning and Scheduling Department in April, the Pakistan Airline Pilots’ Association (PALPA) said in a press statement on Tuesday.

The PALPA members were reacting to the Pakistan International Airlines’ management’s proposed action against several pilots for “causing delays for passengers and losses to the airline”. The statement said Captain Murad Arbab, first officers Salahuddin Jamal, Farrukh Waseem, Muhammad Sohail and Adnan Siddiqui had also been penalised for not working overtime. The statement said the national career was already running short of pilots and would face flight delays and losses in the future if the pilots no more favoured the national career and worked according to the international standards.

RECORDER REPORT

KARACHI (September 11 2009): Managing Director (MD) of Pakistan International Airlines (PIA) Captain Ejaz Haroon (Retd) has claimed that its administration is following the policy of reconciliation to transform the declining national airlines to a profitable institution but Pakistan Air Lines' Pilot Association (PALPA) has other motives.

While talking to media persons, during an Iftar-dinner, hosted by PIA, here at a local hotel, on Thursday, Captain Ejaz Haroon (Retd), MD, PIA said though the administration has been requesting for arbitration to solve any unresolved dispute, the association was only focusing on statements in the media. "We are talking directly with pilot communities and I hope that these people will not support the association," he added.

To a question the MD said that PIA was not considering starting services to more destinations as it has not sufficient aircraft currently. In reply to a query as to whether the airlines were going to purchase new planes despite the huge losses which have swelled to over Rs 72 billion, he said that the losses had no link with the purchase of planes as the new one would generate revenue themselves.

To another question he said all the arrangements have been made to start direct flights between Pakistan and the US but the approval from Washington was the issue. The MD further said that PIA has not only made no defaults or delay in payments but it has also cleared some outstanding dues during the last few months.

PK should be semi-privatised and the govt. should have a "hands off" approach. This would allow PK to run much more efficiently. :yes:
